1995-37352-Resolution No. 95-135 Recorded 10/25/199595-'3'7352 LEGAL QUNSEL RESOLUTION NO. 95-135 Whereas, The Oregon Consortium was established in 1981, as a consortia of 27 rural county governments, for the purpose of grant administration and program operation of federal employment and, training programs under the Comprehensive Employment Training Act (CETA). A regional service delivery system was implemented through locally based agencies, to meet the employment needs of disadvantaged, unemployed residents of the rural counties. And Whereas, In 1983 the Job Training Partnership Act (DTPA) replaced the Comprehensive Employment Training Act (CETA), The Oregon Consortium was maintained by the rural counties as the grant administration and service delivery system in each of the 27 counties, for the provision of job training services to disadvantaged adults and youth, and dislocated workers. Be It Resolved, that Deschutes County affirms support to The Oregon Consortium and the nine regional administrative agencies, as a rural consortia for grant administration and delivery of workforce training services to residents of the member counties, within a consolidated workforce development system funded in part by federal block grants. The consortia of counties is dedicated to (1.) stable and effective customer services (2.) administrative efficiency for the service delivery system (3.) assure that the interests of the rural counties are represented in statewide workforce policy and with the legislature. Be It Further Resolved, The Oregon Consortium will continue operations in support of the Governor, the county governments, workforce development partner systems, private business and labor to develop a worldclass workforce in Oregon.
