Slaughter, Nancy Pope Schlangen, and Robert L. Nipper. Also in attendance were Mike Maier, County Administration; Bruce White, Assistant County Counsel; Dennis Morris, Public Works Department; Sue Stoneman, Community Relations Specialist; Jerie Schutte, Building Services; Renee Warner, Building Services; Catherine Morrow, Planner; Larry Rice, Public Works Director; Susan Mayea, Management Analyst; and Ralph Delamarter, Librarian. 1. CONSENT AGENDA Consent agenda items before the Board of County Commissioners were: 1) award of contract to Bryant, Lovlien and Jarvis for land use zoning; 2) signature of budget revision #2 on grant award from Oregon Health Division; 3) signature of Indemnity Agreement for the 1995 Whiskey Springs 400 Event on October 14, 1995; 4) signature of Order No. 95-120, declaring certain real property as surplus to sell at the Deschutes County Land Sale Auction; 5) signature of Personal Services Contract with B.J. Fowler for auctioneering services at the Deschutes County Land Sale Auction; 6) appointment of Jacque De Kalb to the Deschutes County Public Safety Coordinating Council; 7) signature of Replat for Lot 6, Block 1, of View Acres of Redmond; 8) signature of final plat for MP -95-26; and 9) signature of Order No. 95-146, appointing a pool of people to serve on the Board of Equalization. RECOGNITION OF DESCHUTES COUNTY PUBLIC WORKS TOP GUNS Commissioner Nancy Pope Schlangen presented awards to the Public Works Tops Guns for their participation in the American Public Works Association Street Maintenance System School and Equipment Operator Demonstration. SIGNATURE OF DSL GRANT TO DELINEATE WETLANDS IN LA PINE AND WICKIUP JUNCTION Before the Board was signature of the Division of State Lands Grant to delineate wetlands in La Pine and Wickiup Junction. Catherine Morrow reported there will be a public information meeting on October 19, 1995, in La Pine. La Pine people will have the opportunity to decline the access to their property. The inventory will actually take place between October 23, 1995 and December 4, 1995. SCHLANGEN: I would move signature of DSL Grant. NIPPER: I'll second it. CHAIRS SIGNATURE ON NOTICE DECLARING THE RESULTS OF THE PONDEROSA PINES WATER DISTRICT BOARD ELECTION Before the Board was chairs signature on notice declaring the results of the Ponderosa Pines Water District Board election. Bruce White reported the top five vote receivers would be the elected Board members of the Ponderosa Pines Water District. The following will be the new Board members: Jerry Baumgartner, Rudy Kellison, William Hallcraft, Rawlie Oldham, and Robert Olson. The building was being constructed in the Redmond Industrial area, which will house the bread manufacturing line and a small retail store. The initial market for the bread company will be the 350 MINUTES 2 OCTOBER 4, 1995 5. W 0148-0997 Before the Board was approval of a business loan to Central Oregon Baking Company. Susan Mayea reported this loan would be to Central Oregon Baking Company out of Loan Fund #l. The building was being constructed in the Redmond industrial area, which will house the bread manufacturing line and a small retail store. The initial market for the bread company will be the 350 restaurants in the area and sales from their store. The company estimates the sales will reach $50,000 per month within 10 months of operation. The loan will be for $175,000 out of Loan Fund #1 for 7 years at 8% which will finance the equipment and working capital. This loan would be done in partnership with the Bank of the Cascades which was financing the facility. It is estimated that the company will create ten new jobs. The collateral was a first lien position on all business machinery and equipment, furniture, computers, first lien on the inventory, first lien position on business fixtures, second deed of trust on business real estate, second deed of trust from one of the partners home and personal guarantees from both partners. The company will specialize in french bread. SCHLANGEN: I would like to move approval of the business loan to the Central Oregon Baking Company. NIPPER: I'll second it. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS Before the Board was approval of the weekly accounts payable vouchers in the amount of $390,643.36. NIPPER: I move approval subject to our review.
