RESOLUTION NO. 96-00101 9�.AM WHEREAS, the County has determined that a safety problem exists at Wickiup Junction (intersection of Hwy. 97 and Burgess Road); and WHEREAS, the Oregon Department of Transportation concurs with the County's assessment of the safety problem at Wickiup Junction; and WHEREAS, a federally funded program known as the "Hazard Elimination Program" (HEP) exists for carrying out safety improvement projects to reduce the risk, number, and/or severity of accidents at highway locations, sections, and elements on any public road; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That it is the intent of the Board of County Commissioners to make an application, through the HEP program, for federal funding in F.Y. 1997 to improve the public road intersection at Wickiup Junction. Section 2. That the Director of Public Works shall file the application, referenced in Section 1 above, with the appropriate section of the Oregon Department of Transportation. Section 3. That the Department of Public Works is authorized to proceed with preliminary engineering, land use application, and B.L.M. right-of-way grant negotiations as needed for the proposed project. Section 152 of Chapter 23 of the United States Code outlines how federal dollars will be spent toward improving safety on public roads. The mission of HEP is "to carry out safety improvement projects to reduce the risk, number, and/or severity of accidents at highway locations, sections, and elements on any public road." Oregon has based responsibility for HEP project solicitation, cost/benefit analysis, and project ranking with the Department of Transportation (ODOT) Traffic Management Section. ODOT's Financial Services Branch Funds and Grants Management Unit is responsible for management of HEP funds. This guidebook gives details of the program and how to access these funds.
