County Commissioners present were Barry H. Slaughter and Robert L. Nipper. Also in attendance were Mike Maier, County Administrator; Sue Brewster, Assistant County Counsel; Larry Rice, Public Works Director; Damian Syrnyk, Planner; Brian Harrington, Planner; Kevin Harrison, Planner; Jeff Kern, Surveyor; Ralph Delamarter, Librarian; and Sue Stoneman, Community Relations Specialist. CONVENE AS THE GOVERNING BODY OF THE REDMOND LIBRARY COUNTY SERVICE DISTRICT 1. SIGNATURE OF PERMIT WITH CITY OF REDMOND TO ALLOW SUPPORT POLES FOR THE LIBRARY AWNING TO BE PLACED ON CITY PROPERTY Before the Governing Body was signature of a permit with the City of Redmond to allow support poles for the Redmond Library awning to be placed on city property. VOTE: SCHLANGEN: EXCUSED SLAUGHTER: YES NIPPER: YES CONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS CONSENT AGENDA: Consent agenda items before the Board of County Commissioners were: (1) signature of Resolution No. 95-129, initiating Quail Local Improvement District; (2) signature of Resolution No. 95-073, initiating the vacation of a portion of Big Buck Road and Order No. 95-099, accepting the Engineer's Report and setting a public hearing; (3) signature of Proclamation for World AIDS Day Candlelight Vigil on December 1, 1995; (4) signature of Sound Permit for the AIDS Day Candlelight Vigil on December 1, 1995; (5) signature of Contract with Brothers School District for Health Department Services for the 1995/96 School Year; (6) approval of Petty Cash Fund for Ready Set Go; (7) signature of Conditions of Approval Agreement for the Greens at Redmond; (8) signature of Plat for Minor Partition MINUTES 2 NOVEMBER 22, 1995 0149-0298 to create two parcels to separate the hotel site from the sales office at Eagle Crest; (9) signature of Plat to convert the existing hotel units at Eagle Crest to condominium units on a parcel zoned MUA-10; (10) signature of Order No. 95-165, Declaring Results of the November 7, 1995 election regarding the Public Safety Facility; (11) signature of Human Services Subcontract with Residential Assistance Program; (12) signature of Final Plat for MP -94-25 Littletons; (13) signature of Final Plat for River Meadows First Addition; (14) signature of Final Plat for Phase III -C in Broken Top; (15) signature of Partition Plat for MP -94-08 in Redmond; (16) signature of Liquor License for Crooked River Railroad Company; (17) approval of sealed bid offers on Deschutes County Land Sale properties; (18) signature of Sales Agreement and receipt of Ernest Money for property owned by Ethel Lang; and (19) signature of Final Plat for Camden Park East. DECISION OF WHETHER TO HEAR APPEAL A-95-20, AN APPEAL OF THE HEARINGS OFFICER'S APPROVAL OF SP -95-60 FOR THE LAT'H'ER DAY SAINTS CHURCH Before the Board was a decision of whether to hear appeal A- 95-20, an appeal of the Hearings Officer's approval of SP -95- 60 for the Latter Day Saints Church. Damian reported there was an order prepared to hear the appeal of site plan SP -95-60. Damian recommended holding the hearing on December 13, 1995. The testimony would be limited to two issues. NIPPER: I'll move that the Board of County Commissioners for Deschutes County hear the appeal A-95-20, an appeal of the Hearings Officers approval of SP -95-60 for the Latter Day Saints Church and signature of Order No. 95-163. Brian Harrington reported the decision was ready for signature. NIPPER: I move signature of the Richard and Sharon Mooneys partition with the amendment that says it was approved.
