1996-11393-Resolution No. 96-036 Recorded 3/28/1996REVIEWED 9C- 11%93 LEG CUUN BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Declaring the Board's Intent 0149-1949 to Site and Develop a Transfer Station * c" and Allow the Construction of a New Recycling Facility at Knott Landfill RESOLUTION NO. 96-036 WHEREAS, in anticipation of final closure of Knott Landfill and the development and utilization of a new sanitary landfill paks%*nt to Resolution 95-042, Deschutes County intends to site and construct a transfer station for the disposal and accumulation of solid waste in preparation for hauling to the new landfill; and WHEREAS, Deschutes County's recycling licensee, Conservation for Central Oregon, Inc. wishes to construct a new recycling facility adjacent to the future location of the transfer station; and WHEREAS, on March 18, 1996, the Solid Waste Advisory Committee (SWAC) held a public information meeting on the proposed siting of a transfer station and construction of a new recycling facility at the Knott Landfill site; and WHEREAS, no substantial citizen concerns with the proposed siting were raised at the public meeting; and WHEREAS, based on the results of the public information meeting and a comparative analysis of the pros and cons of development and utilization of the Knott Landfill site, SWAC has issued a recommendation to the Board that the new recycling center and future transfer station be sited at Knott; and WHEREAS, the Board has reviewed SWAC 's recommendation, support for which is contained in Exhibit "A" attached hereto and by this reference incorporated herein, and has determined that the Knott site is the most appropriate location for a transfer station and recycling facility; now, therefore BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the Knott Landfill site shall be utilized as the future location for a solid waste transfer station and new recycling facility. That the siting and development of the transfer station and new recycling facility at the Knott Landfill site shall be consistent with the final master plan for the site, prepared by URS Consultants, Inc. Using the opportunity to obtain additional input to the siting question SWAC held a public informational meeting on March 18, 1996. A copy of the agenda for this meeting and a brief synopsis of the presentation made by SWAC members is attached. Specifically, SWAC indicated that a number of options were considered for the siting of these facilities but the Knott location was the most appropriate based on the pros and cons associated with that location. Approximately 11 citizens attended the public meeting. Comments received at this meeting was favorable to the Knott location siting question with no comments against such siting location. SWAC again is recommending to the Board they take appropriate action to site these facilities at the Knott landfill location. To substantiate this recommendation we provide the following: • No substantial citizen concern Nvas raised at the public meeting, and furthermore no alternatives or options were presented at such meeting. • Current zoning of Knott requires a conditional. land use application while other sites may require re -zoning, Attached is a letter from legal counsel regarding zoning issues. • Familiarity with the Knott site by self haulers and commercial users provides a historical basis for this location. • Attached to this document and presented at the meeting is a list of pros regarding the siting issue. • This recommendation is consistent with previous action by SWAC in May of 1994. • It is consistent with direction the Board gave to staff by resolution in June, 1994: MR -20-96 WED 11,38 DEPT OF SOLID WASTE FAX NO. 5413173959 P.02 0149-1952 • It completes the master plan study performed for the County by URS, cow"Itamts, in July, 1995. • SWA.0 is mindful that there are some potential drawbacks for the use of Knott as a location for a future transfer station and recycling center, The cone listed in the attached document identifies some of those drawbacks. SWAC has taken action on March 21, 1996 to again recommend to the Board the siting of these facilities at Knott landfill location on property owned by the County and zoned SM.
