WHEREAS, in Deschutes County the number of famiz s and
individuals experiencing homelessness is growing. In 1994, o -4t) 8'00
people in Deschutes County lived at or below the Federal poverty', -Level.
WHEREAS, the consequences of homelessness are devastating to both
individual and community.
WHEREAS, families are the fastest growing segment of the homeless
population.
WHEREAS, employed homeless, homeless youth and women who are
victims of domestic violence are the unrecognized faces of
homelessness.
WHEREAS, discrimination against people with serious and chronic
mental illness and/or developmental disabilities is a contributing
factor in homelessness.
WHEREAS, there is a commitment in our community to address and
educate ourselves about the complex issues of homelessness, now,
therefore;
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. The Board of County Commissioners of Deschutes
County, Oregon hereby proclaim the week of April 28, 1996 through May
4, 1996, as "The Faces of Homelessness Week" and encourage all citizens
to become informed and actively involved in addressing the issues of
homelessness; for the benefit of the less fortunate of our citizens and
the betterment of ourselves and our community.
