Chair Nancy Pope Schlangen called the Board of Commi 'sion6ks
meeting to order at 10:00 a.m. Board members present were'`:iancy
Pope Schlangen, Barry H. Slaughter, and Robert L. Nipper. Also in
attendance were Timm Schimke, Solid Waste Department; Rick Isham,
County Counsel; and Sue Stoneman, Public Relations Specialist.
CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE
DISTRICT
1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR 4-H/EXTENSION
COUNTY SERVICE DISTRICT
Before the Governing Body was approval of the 4-H/Extension
County Service District weekly accounts payable vouchers in
the amount of $348.19.

Consent agenda items before the Board of County Commissioners

4, 1996; (3) signature of Resolution No. 96-066, establishing
redemption account for 1996 Local Improvement District Bonds;
(4) signature of Personal Services Contract with Evergreen
Home Services, Inc.; (5) signature of Order No. 96-052,
transferring cash within various funds of the 1995/96
Deschutes County Budget; (6) signature of Acknowledgment of La
Pine Recreation District to be it's own public contract review
board; (7) signature of one day community event Dispenser
License for High Desert Museum Sagebrush Rendezvous on August
17, 1996; (8) signature of Liquor License application for
Paulina Lake Resort; (9) signature of Final Plat for Big Falls

Raymond and Claudia Malott; and (13) signature of Liquor
License for Crosswaters.

6. SECOND READING AND ADOPTION OF ORDINANCE NO. 96-013, ADOPTING
TITLE 11 COUNTY OWNED LAND AND PROPERTY, OF THE DESCHUTES
COUNTY CODE
Before the Board was the second reading and adoption of
Ordinance No. 96-013, adopting Title 11, County Owned Land and
Property, of the Deschutes County Code.

7. SIGNATURE OF PERSONAL SERVICES CONTRACT FOR GROUNDWATER
INVESTIGATION AT SOUTHWEST LANDFILL FOR DAVID EVANS &
ASSOCIATES AND WAIVING IT FROM COMPETITIVE. BIDDING PROCESS
Before the Board was signature of a personal services contract
for groundwater investigation at the Southwest Landfill for
David Evans & Associates and waiving it from competitive
bidding process.

Rick Isham stated he reviewed the ordinance regar7R77 2e
competitive process. He felt there was insufficient data to
support the conclusions to waive the competitive process.
Commissioner Nipper felt there was a need to go through the
competitive bidding process.
Timm Schimke stated David Evans had been doing the work for
some time. He expressed concern about the consistency of the
work if it were done by someone else.
SLAUGHTER: I move that we go out for a bid again and give
the results to DEQ. I also suggest that we
monitor this very closely.
NIPPER: I second that.

VOTE TO RESCIND DECISION ON ORDINANCE NO. 96-024, DEFINITIONS.
OF THE DESCHUTES COUNTY CODE
Before the Board was a request to rescind a decision of
adoption on Ordinance No. 96-024, Definitions, of the
Deschutes County Code.
Rick Isham stated this ordinance came to the Board through the
codification process. This ordinance came from planning
without going through the planning process. It was discovered
that this ordinance had not gone through the proper channels
and it was requested that the Board not sign it even though
they had voted to adopt it. It was before the Board to
rescind.
NIPPER: I move rescinding decision on Ordinance No.
96-024.
