Slaughter, and Robert L. Nipper. Also in attendance were Timm Schimke, Solid Waste Department; Rick Isham, County Counsel; and Sue Stoneman, Public Relations Specialist. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR 4-H/EXTENSION COUNTY SERVICE DISTRICT Before the Governing Body was approval of the 4-H/Extension County Service District weekly accounts payable vouchers in the amount of $348.19. SECOND READING AND ADOPTION OF ORDINANCE NO. 96-013, ADOPTING TITLE 11 COUNTY OWNED LAND AND PROPERTY, OF THE DESCHUTES COUNTY CODE Before the Board was the second reading and adoption of Ordinance No. 96-013, adopting Title 11, County Owned Land and Property, of the Deschutes County Code. SIGNATURE OF PERSONAL SERVICES CONTRACT FOR GROUNDWATER INVESTIGATION AT SOUTHWEST LANDFILL FOR DAVID EVANS & ASSOCIATES AND WAIVING IT FROM COMPETITIVE. BIDDING PROCESS Before the Board was signature of a personal services contract for groundwater investigation at the Southwest Landfill for David Evans & Associates and waiving it from competitive bidding process. MINUTES 3 MAY 22, 1996 M OR 0154 Rick Isham stated he reviewed the ordinance regar7R77 2e competitive process. He felt there was insufficient data to support the conclusions to waive the competitive process. Commissioner Nipper felt there was a need to go through the competitive bidding process. Timm Schimke stated David Evans had been doing the work for some time. He expressed concern about the consistency of the work if it were done by someone else. SLAUGHTER: I move that we go out for a bid again and give the results to DEQ. I also suggest that we monitor this very closely. NIPPER: I second that. VOTE: SCHLANGEN: NO SLAUGHTER: YES NIPPER: YES VOTE TO RESCIND DECISION ON ORDINANCE NO. 96-024, DEFINITIONS. OF THE DESCHUTES COUNTY CODE Before the Board was a request to rescind a decision of adoption on Ordinance No. 96-024, Definitions, of the Deschutes County Code. Rick Isham stated this ordinance came to the Board through the codification process. This ordinance came from planning without going through the planning process. It was discovered that this ordinance had not gone through the proper channels and it was requested that the Board not sign it even though they had voted to adopt it. It was before the Board to rescind. NIPPER: I move rescinding decision on Ordinance No. 96-024. SLAUGHTER: I'll second that.
