DESCHUTES COUNTY BOARD OF COMMISSIONERS
Wednesday, May 29, 1996
Chair Nancy Pope Schlangen called the Board of County Commissioners
meeting to order at 10:02 a.m. County Commissioners present were
Nancy Pope Schlangen, Barry H. Slaughter and Robert L. Nipper.
Also in attendance were Rick Isham, County Counsel; Mike Maier,
County Administrator; Paul Blikstad, Planner; Brad Chalfant,
Property Manager; Sue Stoneman, Community Relations Specialist; Al
Driver, Solid Waste Director; Steve Jorgensen, Planner; Wayne
Sorensen, Planner; and Andy Crosby, Assistant County Counsel.
CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE
DISTRICT
1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR 4-H/EXTENSION
COUNTY SERVICE DISTRICT
Before the Governing Body was approval of the 4-H/Extension
County Service District accounts payable vouchers in the
amount of $151.83.

UNE 1, 1996, AS STAND FOR CHILDREN DAY
Before the Board was signature of Resolution No. 96-071,
proclaiming the day of June 1, 1996, as Stand for Children Day
in Deschutes County.
Candice Brey reported the Stand for Children would be
celebrated at the Lincoln Memorial in Washington D.C.
Chair Schlangen performed the reading of Resolution No. 96-
071.

PUBLIC HEARING: ON ZC-96-3, A ZONE CHANGE TO CORRECT A ZONING
MAP ERROR FOR PROPERTY OWNED BY ROBERT WINDLINX AND ADOPTION
OF ORDINANCE NO. 96-036 AND 96-037
Before the Board was a public hearing on ZC-96-3, a zone
change to correct a zoning map error for property owned by
Robert Windlinx and possible adoption of Ordinances No. 96-036
and 96-037.
Paul Blikstad reported this was a zone change request by the
Planning Commission. The zoning map error remains. The
property should be zoned RR -10. The County inadvertently
zoned it forest. This would correct the mapping error.
Paul reviewed the applicable criteria.
Chair Schlangen opened the public hearing. There being no
testimony, Chair Schlangen closed the public hearing.
The ordinances will be ready for signature at a later date.
REAPPOINTMENT OF LINDSAY STEVENS TO THE SOLID WASTE ADVISORY
COMMITTEE
Before the Board was reappointment of Lindsay Stevens to the
Solid Waste Advisory Committee.

officially recognizing June 3-9, 1996, as Commute Options Week
in Deschutes County.

11. SIGNATURE OF ORDER NO 96-056 AND BARGAIN AND SALE DEED
PROVIDING FOR SALE OF PROPERTY TO LILBURN ROY QUINN
Before the Board was signature of Order No. 96-056 and Bargain
and Sale Deed providing for sale of property to Lilburn Roy
Quinn.
Brad Chalfant reported this was one of two properties which
were pulled off the land sale auction. The owner was living
on one of the properties. There had been a letter and a check
received for the full purchase amount of $5,591.97.

property to Lilburn Roy Quinn.

Andy Crosby reported Ferguson Court document was a
satisfaction document.
