Chair Nancy Pope Schlangen called the Board of County Commissioners
Meeting to order at 10:02 a.m. County Commissioners present were
Nancy Pope Schlangen, Barry H. Slaughter, and Robert L. Nipper.
Also in attendance were Mike Maier, County Administrator; Rick
Isham, County Counsel; Ralph Delamarter, Librarian; Susan Mayea,
Management Analyst; Sue Stoneman, Community Relations Specialist;
and Brad Chalfant, Property Manager.
CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE
DISTRICT
1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR THE 4-
H/EXTENSION COUNTY SERVICE DISTRICT
Before the Governing Body of the 4-H/Extension County Service
District was approval of the weekly accounts payable vouchers
in the amount of $5,608.46.

CONSENT AGENDA:
Consent agenda items before the Board of County Commissioners
were: (1) approval of sale of surplus equipment 1980 W.H. Chip
Spreader; (2) signature of Resolution No. 96-065, establishing
a No Parking Zone on a portion of South Century Drive; (3)
appointment of Jeff Monson to the Deschutes County Pedestrian
& Bicycle Advisory Committee; (4) approval of out-of-state
travel to attend National Prima Conference; (5) appointment of
Shirley Mellmer to the Beaver Special Road District; (6)
signature of Mylar for Majestic, Phase I, 39 lots on 8.8 -acres
in an RS Zone in Bend; and ( 7 ) signature of Final Plat for
minor partition MP -96-4 for Kirk Johnsen.

SIGNATURE OF AGREEMENT WITH BEND/LA PINE SCHOOL DISTRICT FOR
WATER SERVICE TO LA PINE LIBRARY
Before the Board was signature of an agreement with the
Bend/La Pine School District for water service to the La Pine
Library.
Ralph Delamarter reported the school district had not approved
this agreement last night, but did say they would be willing
to do this by consensus. He would ask them to consider it at
their meeting on May, 21, 1996, rather than the May 28th
meeting.
SLAUGHTER: I move we authorize Mike Maier to sign the
agreement with Bend/La Pine School District on
behalf of the County when it is ready.

PUBLIC HEARING ON SIGNATURE OF ORDER NO. 96-047, ORDERING THE
TRANSFER OF INTEREST IN REAL PROPERTY TO NEWBERRY HABITAT FOR
HUMANITY
Before the Board was a public hearing on signature of Order
No. 96-047, ordering the transfer of interest in real property
to the Newberry Habitat for Humanity.
Chair Schlangen opened the public hearing.
Darrell Robinson, Carla John and John Gibson thanked the board
for the property. The family selected to live in the house
was Jeff & Linda Hayes with three children ages 3, 2 and 1.
There being no further testimony, Chair Schlangen closed the
public hearing.

APPROVAL OF SPECIAL TRANSPORTATION GRANTS FOR 1996/97 FISCAL
YEAR
Before the Board was approval of the Special Transportation
Grants for the 1996/97 fiscal year.
Susan Mayea reported these were the yearly grant applications.
Susan stated the allocation was staying very steady. Susan
reported the recommended funding as City of Bend Dial -a -ride
$50,960, Opportunity Foundation $16,660, Council on Aging
$41,160, Residential Assistance $5,437 and Mental Health
$1,852.

transportation grants for the 1996/97 fiscal
year.

APPROVAL OF RECOMMENDATION TO HIRE AN AUDIT FIRM FOR DESCHUTES
COUNTY
Before the Board was approval of hiring Donaca, Battleson &
Company as the audit firm for Deschutes County for the fiscal
year 1995/96 audit, to be renewed annually for up to four
additional years.
Mike reported Donaca, Battleson will have a $1,000,000
liability insurance contract in place before assuming this
contract. Donaca, Battleson was the recommended firm.
