WHEREAS, the amendment is intended to provide for the location of
a library within the Sunriver Library Service District in an area where
the residents of the District would be best served.
WHEREAS, the Deschutes County Planning Commission, after review in
a public meeting on July 25, 1996, has recommended adoption of the
proposed Text Amendment to Title 18, the Deschutes County Zoning
Ordinance and has forwarded the recommendation to the Board; and
WHEREAS, after notice was given and a hearing conducted on August
7, 1996 in accordance with applicable law, the Board of County
Commissioners have considered the Planning Commission's recommendation;
now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
ORDAINS as follows:
Section 1. ADOPTION OF AMENDMENT TO CHAPTER 18.108 OF THE
DESHUTES COUNTY CODE. That Title 18, the Deschutes County Zoning
Ordinance, as amended, is further amended to add "Library" as a
Permitted Use in the Industrial (I) District of the Planned Community
(PC) Zone, Section 18.108.020(E). The specific language to be added is
more fully described in Exhibit "A" attached hereto and by this
reference incorporated herein.
Section 2. ADDITION AND DELETIONS. Specific review standards for
expansion of existing manufactured home parks are added to the
Conditional Use chapter of Title 18, the Deschutes County Zoning
Ordinance. The specific language to be added is set forth in bold and
underlined, and is more fully described in Exhibit "A" attached hereto
and by this reference incorporated herein.

Section 3. REPEAL OF ORDINANCES AS AFFECTING EXISTING
LIABILITIES. The repeal, express or implied, of any ordinance,
ordinance provision, code section, or any map or any line on a map
incorporated therein by reference, by this amending ordinance shall not
release or extinguish any duty, condition, penalty, forfeiture, or
liability previously incurred under such ordinance, unless a provision
of this amending ordinance shall so expressly provide, and such
ordinance repealed shall be treated as still remaining in force for the
purpose of sustaining any proper action or prosecution for the
enforcement of such duty, condition, penalty, forfeiture, or liability,
and for the purpose of authorizing the prosecution, conviction and
punishment of the person or persons who previously violated the
repealed ordinance.
Section 4. SEVERABILITY. The provsions of this ordinance are
severable. If any section, sentence, clause or phrase of this ordinance
is ajudged to be invalid by a court of competent jurisdiction, that
decision shall not affect the validity of the remaining portions of
this ordinance.
Section 5. EMERGENCY. This ordinance being necessary for the
immediate preservation of the public peace, health and safety, an
emergency is declared to exist, and this Ordinance takes effect on its
passage.

EXHIBIT A
18.108.020 Districts Permitted in a PC Zone.
E. Industrial - I District.
1. Permitted Uses. The following uses are permitted
in the I District:
a. Existing residential uses, without any increase in
density.
b. Scientific research or experimental development of
materials, methods or products, including
engineering and laboratory research.
C. Administrative, educational and other related
activities and facilities in conjunction with a
permitted use.
d. Light manufacturing, assembly, fabricating or
packaging of products from previously prepared
materials, such as cloth, plastic, paper, leather,
precious or semiprecious metals or stones.
e. Manufacture of food products, pharmaceuticals and
the like, but not including the production of fish
or meat products or fermented foods, such as
sauerkraut, vinegar or the like, or the rendering
of fats or oils.
f. Other similar uses which the commission may find to
be similar to those listed as permitted in the zone
and which are not inconsistent with the purpose of
this zone.
g. Accessory uses and buildings customarily
appurtenant to a permitted use, such as incidental
storage are permitted.
h. Library.
