Under the Public Facilities section of the County Comprehensive Plan, on page 97, General Policies is the following: 5. Deschutes County shall encourage the formation of special service districts to serve rural needs rather than becoming involved with serving those needs. The County will foster coordination and mutual planning between the County, special districts, utility companies and service corporations. This shall include trenching where appropriate. Also, under the Transportation section of the plan, on page 85 is the following policy: 13. The major portion of local street improvement costs within the right of way, such as sidewalks and curbs, shall be financed by abutting property owners. It is clear from the Comprehensive Plan that these service districts, such as the proposed annexation to the road district, are necessary and appropriate. These local roads would likely never be improved without the support of abutting property owners. EXHIBIT - Page___ Quality Services Performed with Pride
