Nipper. Also in attendance were Rick Isham, County Counsel; Mike Maier, County Administrator; Paul Blikstad, Planner; Sue Stoneman, Community Relations Specialist; Darrell Davidson, Sheriff; Florence Torrigino, Health Department Director; Bob LaCombe, Community Corrections; Marty Wynne, Finance Director; Susan Mayea, Management Analyst; George Read, Community Development Director; Catherine Morrow, Planner; Jerry Dudek and Gordon Dukes, Sheriff's Department. CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE DISTRICT 1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR 4-H/EX'T'ENSION COUNTY SERVICE DISTRICT Before the Governing Body was approval of the 4-H/Extension County Service District accounts payable vouchers in the amount of $614.74. NIPPER: I move approval of 4-H/Extension County Service District weekly accounts payable voucher subject to review. SCHLANGEN: Second. VOTE: SCHLANGEN: YES SLAUGHTER: EXCUSED NIPPER: YES CONVENE AS THE GOVERNING BODY OF BEND LIBRARY COUNTY SERVICE DISTRICT APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR BEND LIBRARY COUNTY SERVICE DISTRICT Before the Governing Body of the Bend Library County Service District was approval of the weekly accounts payable vouchers in the amount of $12,078.41. VOTE: SCHLANGEN: YES SLAUGHTER: EXCUSED NIPPER: YES RECONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS SHERIFF'S PRESENTATION OF AWARDS Sheriff Darrell Davidson turned the program over to Deputy Dudek for the presentations. These awards were for the graffiti ratification program that the Sheriff Department has been involved in with the youth -at -risk who satisfy the community service requirements by painting over graffiti throughout the county. Mike Vandehaye, Vandehaye Auto Body, had been instrumental in this program and was presented with an award. The other award was for McDonald's South. McDonald's had provided free lunches for these kids, and because of that they had a lot more kids coming out to help on those projects. Nancy Schlangen also voiced her thanks to these people for providing these services not only to the City of Bend but also to Deschutes County. Darrell Davidson also thanked Jerry Dudek for all of his help getting this program started and presented him with a special award. Nancy Schlangen and Bob Nipper both voiced their thanks to Jerry for a job well done. MINUTES 2 JULY 10, 1996 5. 6. %. 4155-1'721 Pao c._;vu Before the Board was approval of out-of-state travel to San Francisco for training for Florence Torrigino. Florence Torrigino reported there a course being offered in San Francisco on data collection for public health managers. She was accepted to attend this course and with the benchmark and other programs that had going on in Oregon, data collection was becoming more and more important. Florence was requesting permission to attend this meeting. NIPPER: I move that we grant permission for out-of- state travel to San Francisco for Florence. SCHLANGEN: I'll second that motion. VOTE: SCHLANGEN: YES SLAUGHTER: EXCUSED NIPPER: YES PERMISSION FOR OUT-OF-STATE TRAVEL TO WASHINGTON, D.C. FOR WORKSHOP FOR DONNA COE Before the Board was a request for approval of out-of-state travel to Washington, D.C. for Donna Coe. Florence reported that a group of local citizens that formed the County Perinatal Substance Abuse Coalition received a grant to travel back to Washington, D.C. Florence was requesting permission for Donna to attend this workshop as well. NIPPER: I move permission for out-of-state travel to Washington, D.C. for workshop for Donna Coe. Nancy Schlangen voiced her concern on whether we were ready to adopt this policy as the department heads just received their MINUTES 3 JULY 10, 1996 0155-1'722 copies. And she felt perhaps they had not had enough time to respond. Marty stated he had received some feedback. If this policy is approved, it would update our insurance records. However, he had not heard from everyone. Florence Torrigino had some concerns regarding this policy even though she agrees with the policy. She felt she understood what the goal was and it seemed cumbersome. Mike thought Marty should just meet with the people doing the actual purchasing for each department. That way the Finance Department would have information about the purchases before they approve the bill. Also, Marty would then be able to let the individual departments know whether they had sufficient funds in their budget for the purchases as well. Mike recommended that the Board approve this policy. Commissioner Schlangen felt it was important to adopt the policy but then Marty should meet with each department. NIPPER: I move that Policy No. P-002-96, Capital Outlay Expenditures Policy and Procedures, be approved with the understanding that there may be some modifications following the department head meetings. SIGNATURE OF ORDINANCE NOS 96-052 AND 96-053, AMENDING THE DESCHUTES COUNTY COMPREHENSIVE PLAN AND ZONING ON 105 ACRES FROM EFU-TRB TO MUA-10. Before the Board was signature of Ordinance No. 96-052, amending PL -20, Deschutes County Comprehensive Plan Map, changing the designation for certain property and Ordinance No. 96-053, amending Title 18, the Deschutes County Zoning Ordinance by changing the zoning of certain property. Susan Mayea reported the reason they were asking for this upon review was because the Earnest Money had expired and they need to get back with the broker. She reported the total purchase price was $68,750 with $12,750 down payment and the County will carry the $56,000 balance on a five-year contract with interest at 9 percent. Rick Isham reported this motion repealed all of the County's adoption of these codes but recognizes the State's statutes under which those codes were enforced. Commissioner Nipper asked how this would affect future code enforcements. George Read felt the County would be worse off without this policy change. APPROVAL OF COMMUNITY TRANSPORTATION GRANT Before the Board was approval of a Community Transportation Grant. Susan Mayea reported it was a three-year cycle which takes them through the year 2001. The committee's responsibility was to review all the proposals and then prioritize them. (see attached recommendations). AMENDMENT TO THE AGREEMENT FOR SUBGRANT UNDER DESCHUTES COUNTY'S COMMISSION ON CHILDREN AND FAMILIES WITH THE BEND/LA PINE SCHOOL DISTRICT, BEND METRO PARK & RECREATION DISTRICT AND SISTERS SCHOOL DISTRICT. Before the Board was an amendment to the agreement for subgrant between Commission on Children and Families with the Bend/La Pine School District, Bend Metro Park & Recreation District and Sisters School District.
