Paul Blikstad reported the public hearing was on three
applications by the Public Works Department for a plan
amendment and zone change for 44 acres. This was for an
expansion to include the Public Works Department into the Bend
Urban Growth Boundary and add a new Chapter Title 18. The 44
acres would be rezoned to public facilities uses zone. Paul
reviewed the applicable criteria with the Board.
Bruce White explained the process of amending the Urban Growth
Boundary to reconfigure the UBG to include the subject
property. He stated the Board would need to amend the plan
policies to reflect the plan policies in exhibit A, amend the
urban map to designate the area to PF, amend zoning ordinance
to adopt the new PF zone, adopt text amendments that set out
the uses and restrictions in the PF zone, amend the County
plan to repeal the AG plan map to indicate this area is no
longer cover by that plan, and repeal the EFU zoning under the
County zoning ordinance. Bruce requested the record be left
open until next Tuesday, July 23, 1996, at 5:00 p.m. in order
to discuss this item with the City of Bend.
Chair Schlangen opened the public hearing.
Bob Lovlien testified in support of the Public Facilities
