Slaughter, and Robert L. Nipper. Also in attendance were Rick Isham, County Counsel; Mike Maier, County Administrator; Brad Chalfant, Property Manager; Bruce White, Assistant County Counsel; Larry Rice, Public Works Director; George Read, Community Development Director; Sue Stoneman, Community Relations Specialist; and Paul Blikstad, Planner. • CONVENE AS THE GOVERNING BODY OF THE 4-H/EXTENSION COUNTY SERVICE DISTRICT 1. SCHLANGEN: YES SLAUGHTER: YES NIPPER: YES JULY 17,1996 5. 6. 0155-1'729 • ok) Consent agenda items before the Board of County Commissioners were: (1) signature of Order No. 96-078, establishing all of Egypt Drive; (2) signature of acceptance of Declaration of Dedication for 30 feet of right-of-way from Bend/La Pine School District near Lava Ridge Elementary School; (3) signature of Resolution No. 96-104, authorizing the acceptance of a grant from the State Department for improvements to Wickiup and Burgess Road intersection; (4) approval of business loan for Deschutes Optical; (5) signature of partition plat MP -96-14 for Robert & Peggy Hershey; and (6) reappointment of Herb Waits, Jr. and appointment of James Rester to the Newberry Estates Special Road District. Larry Rice stated there would be one person to go to one course rather than have two people attending the same course. SLAUGHTER: I would move approval of out-of-state travel for the GIS Team. PUBLIC HEARING ON ORDINANCES NO 96-040, 96-041, AND 96-042 FOR ADOPTION OF URBAN GROWTH BOUNDARY EXPANSION FOR COUNTY PUBLIC WORKS PROPERTY TO REZONE 44 ACRES TO A PUBLIC FACILITIES ZONE AND CREATION OF A NEW PUBLIC FACILITIES ZONE Before the Board was a public hearing on Ordinances No.96-040, 96-041, and 96-042, for adoption of Urban Growth Boundary expansion for County Public Works property to rezone 44 acres to a Public Facilities Zone and creation of a new Public Facilities Zone. MINUTES 3 JULY 17,1996 M 0155-1'730 Paul Blikstad reported the public hearing was on three applications by the Public Works Department for a plan amendment and zone change for 44 acres. This was for an expansion to include the Public Works Department into the Bend Urban Growth Boundary and add a new Chapter Title 18. The 44 acres would be rezoned to public facilities uses zone. Paul reviewed the applicable criteria with the Board. Bruce White explained the process of amending the Urban Growth Boundary to reconfigure the UBG to include the subject property. He stated the Board would need to amend the plan policies to reflect the plan policies in exhibit A, amend the urban map to designate the area to PF, amend zoning ordinance to adopt the new PF zone, adopt text amendments that set out the uses and restrictions in the PF zone, amend the County plan to repeal the AG plan map to indicate this area is no longer cover by that plan, and repeal the EFU zoning under the County zoning ordinance. Bruce requested the record be left open until next Tuesday, July 23, 1996, at 5:00 p.m. in order to discuss this item with the City of Bend. Chair Schlangen opened the public hearing. Bob Lovlien testified in support of the Public Facilities Zone. There being no further public testimony, the public hearing will be left open for written comment until July 23, 1996, Tuesday, at 5:00 p.m. ADOPTION OF ORDINANCE NO 96-056, DESTINATION RESORT MAPPING FOR THE URBAN RESERVE AREA OF BEND Before the Board was adoption of Ordinance No. 96-056, destination resort mapping for the Urban Reserve Area of Bend. George Read stated this was an ordinance to implement LCDC Goal 8 to map areas in the urban reserve for destination resorts. MINUTES 4 JULY 17,1996 Before the Board was signature of Order No. 96-079, providing for the sale of certain tax foreclosed property to the record owner in accordance with ORS 275.180. Brad Chalfant reported this was a request by someone who had personal problems, lost his job and ended up losing the property. There was a house on the property in which the man had been living. The repurchase amount was $5,972.65. Brad requested the Board allow the repurchase of that property.
