RESOLUTION NO. 96-121 55 254 WHEREAS, Deschutes County Code chapter 2.36 authorizes and designates the Board of County Commissioners to serve as the local contract review board; and WHEREAS, ORS 279.015(2) and Deschutes County Code 4.04.040 authorize the local contract review board to exempt certain public contracts or classes of public contracts from competitive bidding; and WHEREAS, the Board of County Commissioners finds it in the public interest to exempt a contract from competitive bidding for a Magnetic Self Check Book Detection System for the Redmond Library County Service District; and WHEREAS, the reasons for the exemption are set forth in Exhibit A attached hereto and by this reference incorporated herein, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS FOR DESCHUTES COUNTY, OREGON, as follows: Section 1. That the reasons set forth in Exhibit A are the findings of this Board and that this exemption will not substantially diminish competition for public contracts and the exemption will result in a substantial cost savings because the self check system will reduce employee time needed to check out books and resources from the library and to use any other system would require the library to abandon its current operating software. Section 2. That the contract for the 3M Library Security System with KNOGO Corporation (KNOGO North America) for the Redmond Library County Service District is exempt from competitive bidding pursuant to ORS 279.015(2) and Deschutes County Code 4.04.040. I would appreciate if you could get this request on the agenda and prepare the appropriate papers. The equipment is required for the Redmond Library to provide a self -check services at the library which interfaces with the library system's Dynix automation software. 3-M is the only company that can provide the combination of magnetic detection system, self -check unit and Dynix interface. I request approval before September 30, 1996. 3-M has already raised their prices for this equipment and the quotations we have are good through September 30. This has been reviewed by the Building Review Committee and the Redmond Library County Service District Board. Both recommended that we proceed with purchase of this equipment.
