COMMUNITY JUSTICE RESOLUTION

Whereas, the citizens of Deschutes County should be entitled to the highest
level of public safety, and
Whereas, increasing rates of juvenile and adult crime pose a threat to our
citizens being and feeling safe, and
Whereas, a comprehensive crime reduction strategy requires a balanced
emphasis on crime prevention, early intervention and effective corrections efforts, and
Whereas, Community Justice embodies a philosophy that engages the
community to lead all crime prevention and crime reduction strategies,
Now, therefore, the Deschutes County Board of Commissioners adopts
Community Justice as the central mission and purpose of the county's community
corrections efforts. Furthermore, the County hereby creates a Department of
Community Justice to replace the Department of Community Corrections.
BE IT RESOLVED that the Department of Community Justice shall work in
partnership with the County's citizenry to carry out effective crime prevention, crime
control and crime reduction initiatives.
BE IT FURTHER RESOLVED that the County shall construct a Community
Justice Center to provide facilities and programs for victims of crime to be restored, for
offenders to be held accountable and to gain the competencies to become responsible
and productive citizens, and for the community to have access to an organizational
center for a broad range of crime fighting efforts.
