Chair Nancy Pope Schlangen called the Board of County , ommis' 6ioners
Meeting to order at 10:05 a.m. County Commissioners present were
Nancy Pope Schlangen, Barry H. Slaughter, and Robert L. Nipper.
Also in attendance were Ralph Delamarter, Librarian; Mike Maier,
County Administrator; Wayne Sorenson, Planner; Kevin Harrison,
Planner; Rick Isham, County Counsel; George Read, Community
Development Director; and Sue Stoneman, Public Relations
Specialist.
CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE
DISTRICT
1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR 4H/EXTENSION

Before the Governing Body was approval of the weekly accounts
payable vouchers for the 4-H/Extension County Service District
in the amount of $291.37.

the Redmond Library County Service District project.
Ralph Delamarter reported none of these increased the
architects fees.

SERVICE DISTRICT
SERVICE DISTRICT AND SUN VILLAGE REALTY, INC.
Before the Governing Body was signature of a property Lease
between Sunriver Library County Service District and Sun
Village Realty, Inc.
Kevin Harrison reported there was an issue of a site plan
review approval with conditions. There were code violations
on the property which needed to be taken care such as an

illegal illuminated sign, up -lighting of a flag pole, and an
unfilled condition regarding on-site drainage. Those three
issues were factors concerning site plan approval. These
issues have to be addressed before the library can be opened
to the public.
Commissioner Schlangen stated she could not sign the lease
without these issues being taken care of first.
Commissioner Slaughter felt this issue needed to move forward
because these people had worked very hard to get this Sunriver
Library opened.
Commissioner Nipper felt the Sunriver Library District should
not have to suffer because of the mistakes the county had
made.
Rick Isham felt conditioning the site plan for use of a
building was ill advised. The library was not in control of
the premises where the requirements needed to be met so they
would have no legal ability to control that. Rick stated the
lease had a specific provision which stated that the lease did
not constitute a land use permit. If the Board signed the
lease, it included a statement that says it was not a land use
permit.
George Read reported that DEQ does approve dry wells. If the
lessee was not responsible for the land use permit, how was
the County ever going to enforce a land use. He felt the
issues needed to be taken care of by the lessee or the land
owner. George stated the Library could not open until
September 1st and if they did, they would be in violation.

Central Oregon AIDS Support Team; 3) approval of out-of-state
training request for Nita Roberts; 4) signature of right-of-
way Supplemental Agreement with Oregon Department of

Transportation regarding Deschutes Market Road; 5) signature
of Sublease Assignment for Awbrey Butte Transmission Site
between The Confederated Tribes of Warm Springs Reservation of
Oregon and Combined Communications, Inc.; 6) signature of
Subgrant with Sisters School District; and 7) signature of
Liquor License renewals for RJB's Restaurant & Sports Lounge,
Lava Lake Lodge, and Thousand Trails.

Before the Board was signature of an Intergovernmental

Rick Isham reported what really needed to be done was to
address the process of annexation..

Mike Maier reported this was the grant for the Rock Creek boat
ramp.
