Chair Schlangen called the meeting to order 10:08 a.m. County
Commissioners present were Nancy Pope Schlangen, Barry H.
Slaughter, and Robert L. Nipper. Also in attendance were Marty
Wynne, Finance Director; Kevin Harrison, Planner; Brad Chalfant,
Property Manager; Jerie Schutte, Building Services Manager; Bruce
White, Assistant County Counsel; Rick Isham, County Counsel; George
Read, Community Development Director; Catherine Morrow, Planner,
and Sue Stoneman, Community Relations Specialist.

Before the Board was a public hearing on signature of
Resolution No. 96-114, adoptiong the 1996/97 supplemental
budget for 4-H/Extension County Service District.
Mary Wynne reported this was a transfer for the Public
Employees Retirement System refund.
Chair Schlangen opened the public hearing.
There being no testimony, the public hearing was closed.

Resolution No. 96-133, adopting the 1996/97 supplemental

Resolution No. 96-111, adopting the 1996/97 supplemental
budget for Deschutes County and making appropriations.
Marty Wynne stated this was a supplemental budget to transfer
funds for the PERS refund.

ORDINANCE AMENDING SECTION 18, ACCESSORY USES, OF THE
DESCHUTES •D
Before the Board was a public hearing on adoption of Ordinance
No. 96-057, an ordinance amending Section 18, accessory uses,
of the Deschutes County Code.

Catherine Morrow stated this public hearing was held in
response to the publics concern regarding accessory
structures. The Planning Commission reviewed this proposed
ordinance. The accessory structures can be 2,000 sq. feet,
but no plumbing will be allowed.
Chair Schlangen opened the public hearing.
Len Hatch testified in support of the changes made in the
ordinance.
Larry Sheirk, realtor, testified in support of the ordinance
and thanked the Board for going in this direction.
Steve Hanson testified in support and thank Catherine Morrow
for her support and the Board for taking this action.
There being no further testimony, the public hearing was
closed.

INC.
Before the Board was signature of a Personal Services Contract
with Jed's Woodworking, Inc.
Jerie Schutte reported this was an amended contract. There
was an increase because of the prevailing wage.

VARIOUS FUNDS OF THE 1996/97 DESCHUTES COUNTY BUDGET
Before the Board was signature of Order No. 96-086,
transferring cash within various funds of the 1996/97
Deschutes County Budget.
Marty reported these were budgeted transfers from general fund
to library and revenues received in transient room tax fund.
