CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE DISTRICT 1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR THE 4- H/EXTENSION COUNTY SERVICE DISTRICT Before the Governing Body was approval of weekly accounts payable vouchers for the 4-H/Extension County Service District in the amount of $1,617.16. VOTE: SCHLANGEN: YES SLAUGHTER: YES NIPPER: EXCUSED RECONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS Consent agenda items before the Board of County Commissioners ' were: 1) signature of Cooperative Agreement between Deschutes County and U.S. Forest Service for use of radio tower on Awbrey Butte; 2) signature of Airpark Estates Reserve Strip Dedication; 3) signature of Mylar for Hayden Acres, Phase I; 4) signature of Order No. 96-102, assigning the name of Neighbors Drive; 5) signature of Liquor License renewals for Twin Lakes Resort, Inn of the 7th Mountain, American Legion Post #45; 6) signature of Personal Services Agreement with Protocall Services, Inc.; 7) signature of Minor Partition to create two 80 -Acres parcels in an F2/WA Zone for William Willits; and 8) acceptance of Road Dedication for Robal Lane and Hunnell Road. PUBLIC HEARING ON ORDER NO 96-098, ANNEXING SKYLINE TERRITORY INTO RURAL FIRE PROTECTION DISTRICT #2 Before the Board was a public hearing on Order No. 96-098, annexing Skyline Territory into Rural Fire Protection District #2. MINUTES 3 OCTOBER 2, 1996 0156-1232 Beverly Wilson reported this was annexing Skyline into RFPD #2. She stated there was not 100% signatures of the land owners in that area, therefore there would need to be another hearing which would be held on October 30, 1996. Chair Schlangen opened the Public Hearing. Derick Balker, representing Skyline subdivision owners, reported this had been an issue in the area for a long time. He testified in support of the annexation. There being no further testimony, Chair Schlangen closed the public hearing. SLAUGHTER: I will move that we approve Order No. 96-098, annexing of Skyline Territory into Rural Fire Protection District No. 2. SCHLANGEN: I'll second the motion for signature. Chair Schlangen opened the public hearing. Dan Fouts testified in support of the annexation. There being no further testimony, Chair Schlangen closed the public hearing. Wayne Sorenson reported this was the dedication of five additional feet along Hemlock Avenue for High Country Disposal to build their new facility. Damian Syrnyk reported Mr. Debons had not responded within the six month period as to whether he had met all the conditions. It was staff's recommendation that the Board accept review on the record for the declaratory ruling. Damian explained further regarding the home occupation. Mr. Debons home occupation was a winery.
