Parker Johnstone reported they had their first meeting on
September 16, 1996. They have received funding for one
project and they were on the top of the list for another
project. The third project had not yet been determined yet.
The second meeting will be held today, November 6th. They had
a problem with liability insurance for the Watershed
Coordinator.
Before the Board was signature of Ordinance No. 96-080,
readopting Deschutes County Code, Title 10, Vehicles and
Traffic, of the Deschutes County Code.
Sue Brewster stated this was a housekeeping matter.

SIGNATURE OF INTERGOVERNMENTAL AGREEMENT BETWEEN DESCHUTES
COUNTY AND JEFFERSON COUNTY, TO PROVIDE COMMUNITY CORRECTION
SERVICES TO JEFFERSON COUNTY
Before the Board was signature of an Intergovernmental
Agreement between Deschutes County and Jefferson County, to
provide Community Corrections services to Jefferson County.
Sue Brewster stated this was an agreement with Jefferson
County to provide parole services. This contract terminates
June 30, 1997.

APPROVAL OF BUSINESS LOAN FOR VISUAL THINKING
Before the Board was approval of a business loan to Visual
Thinking.
Susan Mayea reported this business was located in Bend.
Visual Thinking had requested a $90,000 loan. Bank of the
Cascades will finance $50,000. The borrowers have invested
$20,000 in the business. The loan would be collateralized
with equipment worth about $110,000 with a second lien on
their mortgage, which has an equity of about $40,000, plus
personal guarantees from the borrowers.

County budget.
Marty reported there were three different categories in these
transfers.

SIGNATURE OF RESOLUTION NO 96-142 TO ACQUIRE A SITE FOR A
NEW LANDFILL
Before the Board was signature of Resolution No. 96-142, to
acquire a site for a new landfill.
Al Driver stated Resolution No. 96-142, was to acquire real
property for a sanitary landfill. The legal description
describes three parcels of land. Al discussed the process
that has been followed to get to this point. The public
opinion poll supported an in -county landfill. Sites L and M
were determined to be the best sites for a new landfill.
There were two public meetings in the fall of 1995 to allow
people to voice their concerns regarding this process. David
Evans & Associates performed further review of these two
sites. An opportunity was given to all parties to submit
their opinion about this report. Al reported the Solid Waste
Advisory Committee could not make a recommendation by majority
to the Board. The Board now needs to make the selection of

the site. Staff recommends the Board stay the course. The
least cost was not the only factor considered in the site
selection process. The County will assume the responsibility,
as prescribed by law, of all solid waste management. The
issue of development and operation will be open to the
competitive market at the appropriate time. Staff recommends
approval of the proposed resolution.
Timm Schimke pointed out that the process that has been
followed has been consistent, professional and unbiased.
Commissioner Slaughter felt all options had been considered.
The highest quality site was the one that had been chosen.
Commissioner Schlangen felt the Commissioners had been on a
steady course. She felt that the issue of which site was best
should not be mixed with who can operate the site best. She
felt Site L and M had both been looked at closely. She stated
she would support Site M. She listed the reasons for
supporting Site M. She felt the Board had stayed on course
and should continue to do so. She stated the cost of
operation, engineering, etc. will be evaluated when it was
time for those issues to be handled.
Commissioner Nipper stated his feelings and reviewed the
background process. He stated the County had avoided going to
voters for another bond measure. He felt this was a very
complex decision. He felt the Solid Waste Advisory Committee
had been given inaccurate information. He stated SWAC was
asked for a recommendation and they were not able to give the
Board a recommendation. He felt the Board had adequately
researched, had more than enough public hearings and here were
400 hours of public testimony and he was ready to make what he
considered a very sound decision.
Commissioner Slaughter stated Knott Landfill would be
converted to a park like area rather than a big hole in the
ground.

La Pine Industrial Park.

Susan Mayea reported there had been an offer by La Pine
Forestry on a piece of property in La Pine Industrial Park.
They were offering to purchase Lots #3 and 4 in block 3, 2
acres each, for a total of about 5 acres. He offered full
price per acre which was $52,252 for the 5 acres. He had
given an earnest money agreement for $1,000. As soon as the
contract was approved they would give the County another check
for $9,450, which represented 20% down. The contract would be
for ten years at 10%. Payments would be $552 per month.
Susan reported they employed about 10 people.
