Before the Board was signature of a contract between the Children's Foundation, United Way and Commission on Children & Families. Jan La Chapelle reported this was for the renovation of the building at 1029 N. W. 14th to accommodate the co -location of Deschutes United Way and Commission on Children & Families. RECONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS PUBLIC HEARING ON VACATION OF A PORTION OF 19TH STREET IN THE HILLMAN SUBDIVISION IN TERREBONNE AND SIGNATURE OF ORDER NO 97-001, VACATING A PORTION OF 19TH STREET Before the Board was a public hearing on the vacation of a portion of 19th Street in the Hillman Subdivision in Terrebonne and signature of Order No. 97-001, vacating a portion of 19th Street. Tom Blust reported this was the vacation which had a question about right-of-way. He recommended opening the public hearing and approve signature of the final order contingent upon receiving the dedication. Chair Schlangen opened the public hearing. There being no testimony, the public hearing was closed. NIPPER: I'll move approval of the vacation subject to receiving the dedication and signature of Order No. 97-001. SWEARINGEN: Second. VOTE: SCHLANGEN: YES NIPPER: YES SWEARINGEN: YES SIGNATURE OF OREGON DEPARTMENT OF TRANSPORTATION GRANT AGREEMENT FOR THE LA PINE SIDEWALK PROJECT Before the Board was signature of the Oregon Department of Transportation Grant Agreement for the La Pine Sidewalk Project. Tom Blust reported this was for the sidewalk grant for La Pine. He stated approval had been received for the grant. The amount of the grant was $25,600 and the county would have a 20% share that would go into the grant. He reported Oregon Department of Transportation was also applying for a $56,000 for sidewalks along the highway in La Pine. Between the two grants there would be about 9,000 feet of sidewalks placed in La Pine. SWEARINGEN: NIPPER: MINUTES 4 I'll move signature of Oregon Department of Grant Agreement subject to review. APPROVAL OF OUT-OF-STATE TRAVEL FOR TONY HALBLEIB AND VICTORIA ROE TO ATTEND A LEGAL SEMINAR IN SALT LAKE CITY Before the Board was a request for approval of out-of-state travel for Tony Halbleib and Victoria Roe to attend a legal seminar in Salt Lake City. VOTE: SCHLANGEN: YES NIPPER: YES SWEARINGEN: YES 13. rSIGNATURE OF RESOLUTION NO 97-009, ADOPTING AMENDMENT NO 1 TO PLAN DOCUMENT, NATIONAL ASSOCIATION OF COUNTIES DEFERRED COMPENSATION PROGRAM AND AUTHORIZING SIGNATURE OF ESTABLISHMENT OF CUSTODIAL ACCOUNT AND LIFE INSURANCE TRANSFER AUTHORIZATION Before the Board was signature of Resolution No. 97-009, adopting Amendment No. 1 to Plan Document, National Association of Counties Deferred Compensation Program and authorizing signature of establishment of custodial account and life insurance transfer authorization. Rick Isham reported the new federal law had some amendments which covers the deferred compensation program. We have a NACO plan and we have our other compensation plan. The minimum wage law provided for custodial accounts to protect the employee against the bankruptcy of the county. SWEARINGEN: I move approval of Resolution No. 97-009. NIPPER: Second.
