WHEREAS, a majority of Oregon voters approved Measure 47 wth the
expectation of receiving a significant tax reduction without
significant loss of local services; and
WHEREAS, through efforts to implement Measure 47 the Legislature
encountered numerous unintended consequences such as causing serious
harm to rural hospitals, increased complexity of the property tax
system, and lack of clarity in the Measure language which could
significantly reduce the tax relief for citizens; and
WHEREAS, the legislature has rewritten the property tax laws to
preserve the promised tax relief for citizens, protect rural hospitals,
simplify the property tax system, and reduce the cost of property tax
administration; and
WHEREAS, Measure 50 will roll back property tax values to 1995-96
minus 10%, retain Measure 5 limits on property taxes, reduce property
taxes by an average of 17% statewide, limit future growth in property
taxes to 3%, limit future growth in property values to 3%, protect
rural hospitals, require the legislature to replace all property taxes
lost by schools, and avoid costly litigation and delay of tax relief;
and
WHEREAS, the property tax system is simplified and costs of
administration are reduced significantly;
NOW THEREFORE BE IT RESOLVED THAT, the Deschutes County Board of
Commissioners urges citizens to vote for passage of Measure 50 at the
upcoming election of May 20, 1997.
