Chair Nancy Pope Schlangen called the Board of County Commissioners to
to order at 10:03 a.m. County Commissioners present were Nancy
Pope Schlangen and Linda L. Swearingen. Also in attendance were
George Goshert, Bend Library Project Manager; Dennis Morris, Public
Works; James Lewis, Planner; Ron Meckler, 9-1-1 Director; Brad
Chalfant, Property Manager; Bruce White, Assistant County Counsel;
Kevin Harrison, Planner; Greg Brown, Sheriff; and Sue Stoneman,
Community Relations Specialist.
CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE
DISTRICT
1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR THE 4-
H/EXTENSION COUNTY SERVICE DISTRICT
Before the Governing Body was approval of the weekly accounts
payable vouchers for the 4-H/Extension County Service District
in the amount of $17.27.

Contract for CMGC Services (agreement between Bend Library
County Service District and Kirby Nagelhout Construction
Company for Construction Manager/General Contractor.

V Dollars; 2) signature of MP -96-46 a 2 -Lot Partition of a 20 -
acre parcel zoned RR -10 for Colleen Haynes; 3) signature of
Resolution No. 97-030, declaring Sequoia Computer System
surplus and directing that it be sold; and 4 ) signature of
Order No. 97-040, authorizing tax refunds.

sale of certain real property acquired by Deschutes County.
Brad Chalfant reported this was for the annual Land Sale
Auction which was scheduled to be held 10:00 A.M. on May 1,
1997, at the National Guard Armory.

9. PUBLIC HEARING ON WITHDRAWAL OF ASPEN LAKES PROPERTY FROM
SISTERS -CAMP SHERMAN RURAL FIRE PROTECTION DISTRICT AND
ANNEXATION INTO CLOVERDALE RURAL FIRE PROTECTION DISTRICT AND
SIGNATURE OF ORDER NO. 97-045
Before the Board was a public hearing on a withdrawal of Aspen
Lakes property from the Sisters -Camp Sherman Rural Fire
Protection District and an annexation into the Cloverdale
Rural Fire Protection District and signature of Order No. 97-
045.
Bruce White reported this was a withdrawal and an annexation
of the same piece of property from adjoining rural fire
protection districts. He also reported the parcels were
uninhabited.
Chair Schlangen opened the public hearing.
Matt Cyrus, property owner, testified in support of this.
There being no further testimony, Chair Schlangen closed the
public hearing.

Before the Board was a public hearing on adoption of
Ordinances No. 97-014, amending PL -20, the Deschutes County
Comprehensive Plan, changing the list of permitted uses in a
Rural Service Center and 97-015, amending Title 18, the
Deschutes County Zoning Ordinance to adopt changes to the text
of Chapter 18.64, Rural Service Center.
James Lewis reported these changes added to the list of uses
allowed in the Rural Service Center.

11. PUBLIC HEARING ON SIGNATURE OF ORDER NO. 97-030, PROVIDING FOR
DESC'HUTES COUNTY TO EXCHANGE REAL PROPERTY WITH JOHN C. GILL
AND MAKING THE REQUIRED FINDINGS
Before the Board was a public hearing on Signature of Order
No. 97-030, providing for Deschutes County to exchange real
property with John C. Gill and making the required findings.
Brad Chalfant reported this was a proposed land exchange in
which the County would exchange 80 -acres, which was adjacent
to the Rock Springs Guest Ranch, to the Gills. The exchange
would be for 80 -acres of property off of Wilt Road that the
County would need to acquire for another exchange. Brad
reported that both properties involved were within Deer Winter
Ranges. He stated it was a complicated exchange.
Chair Schlangen opened the public hearing. There being no
testimony, the public hearing was closed.

12. SIGNATURE OF TEMPORARY GATE PERMIT 97-001, N.E. 9TH STREET
JUST NORTH OF CAYUSE STREET NEAR TERREBONNE FOR THE WARNER
BROTHERS PROJECT
Before the Board was signature of a temporary Gate Permit 97-
001, N.E. 9th Street just North of Cayuse Street near
Terrebonne for the Warner Brothers project.
Dennis Morris reported this would not be fixed gate, but a
road block. A person from Warner Brothers would be at the
road block to limit access up the County road. The road block
would protect the property owners from excessive traffic.

N.E. 9th Street North of Cayuse Street near
Terrebonne including an idemnification clause.
