SIGNATURE OF PROCLAMATION TO PROCLAIM APRIL AS CHILD ABUSE PREVENTION MONTH Before the Board was signature of a proclamation to proclaim April as Child Abuse Prevention Month. APPROVAL OF REQUEST FOR TAYLOR GRAZING ACT FUNDS Before the Board was a request for approval of Taylor Grazing Act Funds for fencing. Parker Johnstone presented a application from Keith and Janet Nash for the Taylor Grazing Act Funds in the amount of $10,169 for six miles of fencing. He reported there would be about $10,000 left in the fund after this disbursement. SWEARINGEN: I move approval of the Taylor Grazing Act Funds in the amount of $10,169. NIPPER: Second. Fowler for auctioneering services at the Land Sale Auction; 3) signature of Resolution No. 97-041, contracting for the Regional Strategies Grant; and 4) signature for MP -96-39, located at 65475 Tweed Road, Bend. VOTE: SCHLANGEN: YES NIPPER: YES SWEARINGEN: YES PUBLIC HEARING ON SIGNATURE OF ORDER NO 97-005, VACATING ALL OF THE ALLEY IN BLOCK 19 LYING BETWEEN 5TH AND 6TH STREETS IN LAIDLAW SUBDIVISION (TUMALO) Before the Board was a public hearing on signature of Order No.97-005, vacating all of the alley in Block 19 lying between 5th and 6th Streets in Laidlaw Subdivision in Tumalo. Tom Blust recommended approval of the vacation. He reported this was an alley that was behind the Tumalo Store and BP Station. The Store was the person applying for the vacation. Chair Schlangen opened the public hearing. There being no testimony, the public hearing was closed. SWEARINGEN: I move signature of Order No. 97-005, vacating the alley in Block 19. SCHLANGEN: YES NIPPER: YES SWEARINGEN: YES MINUTES 3 APRIL 2, 1997 9. 0102-0281 SIGNATURE OF RESOLUTION NO. 97-048, DECLARING INTENT AND AUTHORIZING THE SALE OF REAL PROPERTY TO FREELAND Before the Board was signature of Resolution No. 97-048, declaring the intent and authorizing the sale of real property to Freeland. Brad Chalfant reported this property was located on White Rock Loop. This property was acquired through property tax foreclosure. Brad recommended the authorization of this sale. ADOPTION OF ORDINANCE NO. 97-026, AMENDING BEND AREA GENERAL PLAN MAP TO CHANGE PLAN DESIGNATION FOR CERTAIN PROPERTY AND ORDINANCE NO. 97-027, AMENDING THE MAP OF TITLE 19, BEND URBAN AREA ZONING ORDINANCE, TO ZONE CERTAIN PROPERTY AS RS Before the Board was adoption of Ordinance No. 97-026, amending Bend Area General Plan Map to change plan designation for certain property and Ordinance No. 97-027, amending the Map of Title 18, Bend Urban Area Zoning Ordinance, to zone certain property as RS. Damian Syrnyk reported these ordinances were before the Hearings Officer on February 18, 1997. The Hearings Officer's MINUTES 4 APRIL 2, 1997 010�- C282 decision was not appealed by any parties of interest. The ordinances would change the plan map designation and the zone map designation for property which was a 23 -acre parcel on Murphy Road between Highway 97 and Parrell Road.
