Nipper, and Linda L. Swearingen. Also in attendance were Mike Maier, County Administrator; Eric Swansen, Management Analyst; Brad Chalfant, Property Manager; Susan Mayea, Management Analyst; Jerie Schutte, Building Services; Dennis Maloney, Community Justice Director; Brian Harrington, Planner; Florence Torrigino, Health Department Director; and Sue Stoneman, Community Relations Specialist. CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE DISTRICT 1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR THE 4- H/EXTENSION COUNTY SERVICE DISTRICT Before the Governing Body was approval of the weekly accounts payable vouchers for the 4-H/Extension County Service District in the amount of $1,372.19. VOTE: SCHLANGEN: YES NIPPER: YES SWEARINGEN: YES CONVENE AS THE GOVERNING BODY OF SUNRIVER LIBRARY COUNTY SERVICE DISTRICT APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR THE SUNRIVER LIBRARY COUNTY SERVICE DISTRICT Before the Governing Body was approval of the weekly accounts payable vouchers for the Sunriver Library County Service District in the amount of $3,585.00. SCHLANGEN: YES NIPPER: YES SWEARINGEN: YES RECONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS PUBLIC HEARING ON TRANSFER OF REAL PROPERTY TO SISTERS SCHOOL DISTRICT AND SIGNATURE OF ORDER NO, 97-044 Before the Board was a public hearing on the transfer of real property to the Sisters School District and signature of Order No. 97-044. Brad Chalfant reported the first phase of this was the exchange with the Sisters Forest Service and this was the second phase with transferring 80 acres to the school district. He stated there was an order before the Board, making the transfer but the conservation easement was not MINUTES 2 APRIL 23, 1997 6. 0162-0301 quite ready yet. The order allows the exchange and transfer to go forward and the closing would be subject to the conservation easement being prepared. Chair Schlangen opened the public hearing. Blaine Taylor, President of the Tollgate Property Owners Association, expressed concern regarding the conservation easement and boundaries not being in place. Steve Swisher, Superintendent of Sisters School District, testified in support of this exchange. He stated that Terry Slider lived in the school district, worked for the Forest Service, etc. and would be available to offer some assistance with this conservation easement. There being no further testimony, the public hearing was closed. NIPPER: I'll move transfer of real property to Sisters School District and signature of Order No. 97- 044. SWEARINGEN: Second. Florence Torrigino reported the free immunization clinic would be held on April 24, 1997, at the Armory. She requested the Board to sign the proclamation. APPROVAL OF OUT-OF-STATE TRAVEL FOR LEE PETMECKY TO ATTEND VICTIM/OFFENDER TRAINING IN VIRGINIA ON MAY 5-9, 1997 Before the Board was a request for approval of out -o -state travel for Lee Petmecky to attend Victim/Offender Training in Virginia on May 5-9, 1997. Jerie Schutte reported this contract was under budget. There were three bids submitted and Eagle Roofing was the low bidder. VOTE: SCHLANGEN: YES NIPPER: YES SWEARINGEN: YES APPROVAL OF OFFER TO PURCHASE PROPERTY IN LA PINE INDUSTRIAL PARK Before the Board was approval of an offer to purchase property in the La Pine Industrial park. Susan Mayea reported there was an offer from Dwight Detweiler, to purchase Lot 7, Block 2, of the La Pine Industrial Park. He was leasing the one acre parcel from the County for La Pine Tool & Equipment Repair. He has several businesses in the area and employs 29 people. Susan reported the would employ 2 to 4 more people with this project. The offer was $12,500 on the one acre parcel with 20% down. The county will carry the remaining $10,000 at 10%. AWARD OF CONTRACT TO THOMPSON EXCAVATING TO PAVE COUNTY OWNED PARKING LOT AT WALL & LAFAYETTE Before the Board was an award of a contract to Thompson Excavating to pave a County owned parking lot at Wall & Lafayette. Eric Swansen reported they had received three bids. The low bidder was Jan Thompson Excavation, Inc. in the amount of $101,008. SWEARINGEN: I move signature of the contract subject to review.
