order at 10:04 a.m. County Commissioners present were Nancy Pope
Schlangen, Robert L. Nipper, and Linda L. Swearingen. Also in
attendance were Mike Maier, County Administrator; Jeff Kern,
Surveyor; Susan Mayea, Management Analyst; George Goshert, Bend
Library Construction Manager; Brad Chalfant, Property Manager; Dick
Johnson, Public Works; Kevin Harrison, Planner; Ron Meckler, 9-1-1
Director; Al Driver, Solid Waste Director; Paul Blikstad, Planner;
Eric Swansen, Management Analyst; George Read, Community

1. BIKE/PEDESTRIAN COMMITTEE REPORT
Before the Board was a Bike/Pedestrian Committee report
presented by Karen Swirsky.
Karen Swirsky was present to introduce herself and the
committee to Linda Swearingen, the newest County
Commissioners. She gave an update of what the committee has
accomplished the last two years.

WARD OF ASBESTOS ABATEMENT CONTRACT FOR OLD ARMORY DEMOLITION
Before the Governing Body was award of an asbestos abatement
contract for the old Armory demolition.
George Goshert reported the entire roof was asbestos. They
received only two bids and the low bid was by Atez, Inc. in
the amount of $17,987.

3 FOR 1996/97
Before the Board was a public hearing on a proposed
supplemental budget for the Fairgrounds Bond Redemption Fund
and signature of Resolution No. 97-037, adoption Deschutes
County Budget No. 3 for 1996/97.

PUBLIC HEARING ON ADOPTION OF FEE CHANGES FOR THE 1997/98
FISCAL YEAR
Before the Board was a public hearing on adoption of the Fee
Schedule Changes for the 1997/98 Fiscal Year.
Susan Mayea reported the changes were shown as handwritten.
The new fees were highlighted. She recommended the record be
left open up to the adoption date. Susan Mayea reviewed the
fee schedule with the Board.
George Read reviewed the fees for the Community Development
Department.
Al Driver reviewed the changes for Solid Waste.
Chair Schlangen opened the public hearing. There being no
testimony, the public hearing was closed with the written
record remaining open until June 20, 1997, with adoption on
June 30, 1997.
12. PUBLIC HEARING ON ADOPTION OF ORDINANCE NO 97-0290 TEXT
AMENDMENTS TO TITLE 18, TO ADD A GUEST LODGE AS A CONDITIONAL
USE IN THE MUA-10 ZONE AND SPECIFIC USE CRITERIA FOR A GUEST
LODGE UNDER SECTION 18.128,040
Before the Board was a public hearing on adoption of Ordinance
No. 97-029, a text amendment to Title 18, to add a Guest Lodge
as a conditional use in the MUA-10 Zone and specific use
criteria for a Guest Lodge under Section 18.128.040.
Paul Blikstad reported the hearing was to add a Guest Lodge as
a conditional use. This application was originally for a
fishing lodge. Paul reviewed the applicable criteria on this
issue. The Planning Commission was uncomfortable limiting it
to fly fishing lodges, and it was changed to fishing lodge.
They felt it would be better not to limit it to a specific
use, therefore it was decided to change it to guest lodge.
Paul stated staff recommendation was to adopt this ordinance
because the application had been in the works for six months.
Chair Schlangen opened the public hearing.
Jeanine Howard, applicant for the guest lodge, discussed the
reason for not having a bed and breakfast.
Commissioner Nipper asked where the lodge would be located.
Jeanine Howard reported it was near Tetherow Crossing.
There being no further testimony, Chair Schlangen closed the
public hearing.

He stated there were no intentions of paving this road at this
time.
