Acting Chair Robert L. Nipper called the Board of ' County
Commisioners meeting to order at 10:06 a.m. County Commissioners
present were Nancy Pope Schlangen, Robert L. Nipper, and Linda L.
Swearingen. Also in attendance were Mike Maier, County
Administrator; Sue Brewster, Assistant County Counsel; Tom Blust,
Public Works Director; Marty Wynne, Finance Director; Damian
Syrnyk, Planner; Kevin Harrison, Planner; Bruce White, Assistant
County Counsel; Tracy Allen, Planner; Steve Jorgensen, Planner; Ron
Meckler, 9-1-1 Director; and Catherine Morrow, Planner.

in the amount of $52.02.

RECONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS
6. PUBLIC HEARING ON SIGNATURE OF RESOLUTION NO 97-063, ADOPTING
AN UPDATED STRATEGIC PLAN FOR REGIONAL STRATEGIES AND RURAL
INVESTMENT FUNDS
Before the Board was a public hearing on signature of
Resolution No. 97-063, adopting an updated Strategic Plan for
Regional Strategies and Rural Investment Funds.
Rick Ingham, COIC, reported this was an updated Strategic Plan
for 1997-99, for Regional Strategies and Rural Investment
Funds. He reported the Board had added three new key
industries which were high technology, agriculture, and
film/video.
Chair Schlangen opened the public hearing. There being no
testimony, the public hearing was closed.

7. SIGNATURE OF CONTRACT BETWEEN OREGON DEPARTMENT OF
TRANSPORTATION AND DESCHUTES COUNTY FOR PREPARATION OF
TRANSPORTATION SYSTEM PLAN
Before the Board was signature of a contract between Oregon
Department of Transportation and Deschutes County for
preparation of a Transportation System Plan.

Steve Jorgensen reported this extended the deadline date to
December 31, 1997, for the Counties Transportation System
Plan.

8. DECISION ON LUBA'S REMAND OF THE COUNTY'S DECISION ON A-95-20
A SITE PLAN REVIEW FOR THE CHURCH OF THE LATTER DAY SAINTS AT
60080 TEKAMPE ROAD
Before the Board was a decision on LUBA's remand of the
County's decision on A-95-20 a Site Plan review for the Church
of the Latter Day Saints at 60080 Tekampe Road.
Damian Syrnyk stated the hearing was held on May 7, 1997, and
the record had been left open for one week for written
testimony to address the issue of whether the site plan dated
October of 1993, was actually in the record for LUBA. He
reported that staff had verified that it was in the record and
notified the parties. Damian reported receiving a letter from
Ed Sink, Dan Van Vactor, Christin Brown and Sharon Smith.
Commissioner Linda Swearingen felt the Church had included
within the site plan a drawing that showed the footprint of
the church of 13,000 square feet. She stated she had a
problem with the height of the church being 28 ft 8 in. and
when it was finalized it was 34 feet.
Robert Nipper felt the site plan map was sufficient. He also
had a problem with the height of the church because it was
originally spelled out at 28 ft. 8 in.
Nancy Schlangen stated she also had a problem with the 30 foot
height. She stated they never asked for a conditional use to
go over 30 feet.
9. DECISION ON THE TERREBONNE COMPREHENSIVE PLAN AND ZONING
ORDINANCES
Before the Board was a decision on the Terrebonne
Comprehensive Plan and Zoning Ordinance.
Tracy Allen reported the public hearing was held April 8,
1997. The written record was left open until April 22, 1997.

Tracy reported receiving letters from Tiah Thorenson, Mike
Abyss, Bryant, Lovlien, Jarvis, and Jack & Janet Abyss. The
written record was extended to May 16, 1997. During that
additional time there were three petitions received relating
to commercial land, medians on the highway, and sidwalks. She
also received letters from Oregon Department of
Transportation, Deschutes County Public Works Department, Mary
Huff, Tiah Thorenson and Mike Abyss.
A work session was held May 20, 1997. The following five
topics were covered: commercial land west of Highway 97,
highway 97 medians and pedestrian safety, sidewalks on Highway
97, in the commercial areas, and streets that access the
school, conditional use status of truck & equipment companies,
and changes to the zoning ordinance to delete the landscape
buffer between districts.
Catherine Morrow stated Susan Mayea had requested the addition
of support for the water system.
These ordinances will be adopted on June 4, 1997.

VEHICLE FORFEITURE ORDINANCE
Before the Board was signaure of an Intergovernmental
Agreement between Deschutes County and the City of Redmond for
Enforcement of the City's Vehicle Forfeiture Ordinance.
Sue Brewster stated this was a renewal of an existing
agreement with the City of Redmond.

15. SIGNATURE OF AGREEMENT BETWEEN OREGON DEPARTMENT OF
TRANSPORTATION, DESCHUTES COUNTY AND CITY OF BEND FOR PAVING
OF NELSON ROAD AND IMPROVEMENTS TO INTERSECTION OF NELSON ROAD
& POWELL BUTTE HIGHWAY
Before the Board was signature of an agreement between Oregon
Department of Transportation, Deschutes County and the City of
Bend for paving of Nelson Road and improvements to the
intersection of Nelson Road and Powell Butte Highway.
Tom Blust reported this agreement was sent over by the City of
Bend. The County's part would be to maintain the road once
it was improved.
