Chair Nancy Pope Schlangen called the Board of County"Cbmmissx0ners
meeting to order at 10:03 a.m. County Commissioners present were
Nancy Pope Schlangen, Robert L. Nipper, and Linda L. Swearingen.
Also in attendance were Mike Maier, County Administrator; Kevin
Harrison, Planner; Barbara Rich, Planner; Marty Wynne, Finance
Director; George Read, Community Development Director; and Dave
Leslie; Planner.
Before the Board was signature of Resolution No. 97-068,
authorizing the Treasurer to invest amount deposited in the
Community Corrections Fund.

2. SIGNATURE OF RESOLUTION NO 97-069, AUTHORIZING THE TREASURER
TO INVEST AMOUNTS DEPOSITED IN VARIOUS FUNDS ESTABLISHED BY
DESCHUTES COUNTY
Before the Board was signature of Resolution No. 97-069,
authorizing the Treasurer to invest amounts deposited in
various funds established by Deschutes County.

PUBLIC HEARING ON A REQUEST FOR VARIANCE TO COUNTY NOISE
STANDARDS FOR BEND AGGREGATE & PAVING FOR DURATION OF 5 DAYS
BETWEEN June 18-30, 1997
Before the Board was a public hearing on a request for a
variance to County noise standards for Bend Aggregate & Paving
for duration of 5 days between June 18-30, 1997.
Barbara Rich reported this was a variance to the County Noise
Ordinance. She reviewed the applicable criteria with the
Board. Notice was posted and no response from the public has
been forthcoming.
Chair Schlangen opened the public hearing. There being no
public testimony, the public hearing was closed.
NIPPER: I move approval of variance of County noise

duration of 5 days between June 18-30, 1997.

Before the Board was approval of the weekly accounts payable
vouchers in the amount of $688,509.13.

SIGNATURE OF ORDER NO 97-102, ESTABLISHING A RETIREMENT
INCENTIVE PROGRAM FOR DESCHUTES COUNTY
INCENTIVE
Before the Board was signature of Order No. 97-102,
establishing a Retirement Incentive Program for Deschutes
County.
Mike Maier stated there would a window of time from July 1,
1997 to August 15, 1997, for employees to sign up. When these
positions become vacant, they would remain vacant for
approximately 4 months. When these positions were filled,
they would cost less because the persons hired would be paid
at a lower level. Mike stated there were about 60 employees
that would be eligible for this program.

DECISION ON A GRIEVANCE MATTER
Before the Board was a decision on a grievance matter.
Mike Maier reported there was a grievance that needed to be
settled. The recommendation was to deny the grievance in
which the employee claims they were working out of class.
