Chair Nancy Pope Schlangen called the Board of County Commissioners
meeting to order at 10:17 a.m. County Commissioners present were
Nancy Pope Schlangen, Robert L. Nipper, and Linda L. Swearingen.
Also in attendance were Bruce White, Assistant County Counsel;
Brian Harrington, Planner; Heidi Kennedy, Planner; and George Read,
Community Development Director.

8. JOINT PUBLIC HEARING OF COUNTY COMMISSIONERS AND SISTERS CITY
COUNCIL: ON ADOPTION OF ORDINANCE NO. 97-042, AMENDING
ORDINANCE NO PL -16, SISTERS URBAN AREA COMPREHENSIVE PLAN AND
ORDINANCE NO 97-043, AMENDING SISTERS URBAN AREA
COMPREHENSIVE PLAN MAP AND TRANSPORTATION MAP
Before the Board of County Commissioners and Sisters City
Council was the adoption of ordinances amending the Sisters
Urban Area Comprehensive Plan and amending Sisters Urban Area
Comprehensive Plan Map and Transportation Map.
County Commissioners present were Nancy Pope Schlangen, Robert
L. Nipper, and Linda L. Swearingen. Sisters City Council
persons present were Gordon Petrie, Sheryl Whent, and Tim
Clasen.
Heidi Kennedy provided a staff report. Heidi reported this
was an application request from PRM Development Company. The
request includes map amendments and text changes to realign
Hood Avenue and redesignate it. Heidi stated it was presently
at an angle that was unsafe. It will be changed from an
arterial to a collector. Heidi stated the second amendment
was a text change request.
Chair Schlangen opened the public hearing.
Steve McGhehey, representing PMR Development, testified that
they wished to file for a 10 -lot subdivision. They would be
paying 100% for the road. He felt this would take a big load
off the streets for the City of Sisters.
Heidi Kennedy reported there was a letter received from Robert
Shaw in support of this proposal.

Liz Fancher, attorney for applicant, testified in support of
this proposal. She asked if the City of Sisters would be
voting on this issues today.
Gordon Petrie felt the Sisters City Council should not vote on
this issue today. He stated he only received a copy of the
staff report about one hour before the hearing and had not had
a reasonable time to study the documents.
Chair Schlangen asked if one agency could vote today and the
other later. Bruce White felt each governing body could, in
its own time, take its own action.
Sheryl Whent felt they had worked on this for a long time and
they should vote on it today. Tim Clasen would like to vote
today also.
Heidi stated there were certain standards that would need to
be met.
Ted Eady stated he would like to see a decision made today.
There being no further testimony, the public hearing was
closed.
