PUBLIC HEARING ON ADOPTION OF THE 1997-98 BUDGET FOR THE DESCHUTES COUNTY EXTENSION AND 4-H SERVICE DISTRICT AND SIGNATURE OF RESOLUTION NO, 97-081 Before the Board was a public hearing on the adoption of the 1997-98 budget for the Deschutes County Extension and 4-H Service District. Susan Mayea reported that the total budget will be $242,477 and their tax levy is $169,833. Chair Schlangen reported that she thought the amount was $170,000, however, the resolution has been corrected. Chair Schlangen opened the public hearing. ADOPTION OF FEE SCHEDULE FOR FISCAL YEAR 1997-98 Before the Board was the adoption of the fee schedule for Fiscal Year 1997-98. Susan Mayea reported to the Board minor changes as follows: All changes are in CDD. Page 7, Minor Plumbing Permit; Page 13, Building Permit Fee Schedule, All Others, $75.00 fee is being reduced to $35.00; Page 18, Manufactured Dwelling, this current years' amount was $210.00, CDD moved it up to $400.00, and decided to reduce the fee to $250.00; Page 19, adding an Environmental Health Consultation Fee, $45.00 per hour in house and in field $90.00 per hour. SCHLANGEN: NIPPER: SWEARINGEN: JUNE 30, 1997 YES YES EXCUSED 14. 0162-25'70 PUBLIC HEARING ON THE SIGNATURE OF RESOLUTION NO. 97-076 ADOPTING THE 1997-98 BUDGET FOR DESCHUTES COUNTY Before the Board was a public hearing on the Adoption of the 1997-98 Budget for Deschutes County and signature of Resolution No. 97-076. Martin Wynne reported that there is a resolution pending that $7,000 be loaned to the Support Enforcement Fund because of cash flow. Repayment of that loan has been incorporated into the budget. There is the inclusion of $10,000 in transit room tax for additional professional services for possible audit or consulting services. A number of dollars have been added related to the tax anticipation notes interest expense. Also included is a change in the contract for the Watermaster for additional space in the Deschutes Services Building, additional rental as well as $30,500 for potential remodel for the new space. We have included $60,000 in the insurance fund in professional services. A recommendation will be made to the Board of Commissioners for an inventory by an outside company that would also give a database inventory that will help fix the general fixed assets system. There is an item related to the Police Diversion Grant for $19,000 and DMV receipts. Chair Schlangen opened the public hearing. There being no further testimony, the public hearing was closed. He stated that this is the most in-depth budget analysis done to date. He also commended Martin Wynne and Susan Mayea for a job well done. The public is welcome to analyze the budget. DISCUSSION OF RESOLUTION NO 97-093, AUTHORIZING THE PURCHASE OF A 1995 D7H CATERPILLAR, UTILIZING A 1987 D7H AS TRADE FOR THE SOLID WASTE DEPARTMENT Before the Board was the discussion of Resolution No. 97-093, authorizing the purchase of a 1995 D7H Caterpillar, utilizing a 1987 D7H as trade for the Solid Waste Department. Al Driver reported that the 1987 D7 that is in the fleet now has approximately 12,000 hours on it and the equipment manager advised that the amount of maintenance that is due soon, would not be cost effective. It would be better to purchase a newer one. 24. DISCUSSION OF INTERGOVERNMENTAL AGREEMENT BETWEEN OREGON STATE OFFICE FOR SERVICES TO CHILDREN AND FAMILIES AND DESCHUTES COUNTY HEALTH DEPARTMENT Before the Board was the discussion of the Intergovernmental Agreement between Oregon State Office for Services to Children and Families and Deschutes County Health Department Florence Torrigino will be at the next meeting to discuss this issue. 25. DISCUSSION OF SIGNATURE OF ORDER NO 97-096, TRANSFERRING AND DISTRIBUTING MONIES FROM LAND SALE FUND Before the Board was the discussion of the signature of Order No. 97-096, transferring and distributing monies from the Land Sale Fund. Brad Chalfant reported that this is the annual sweep of funds into land sale maintenance and to the taxing districts. Figures will be in by the afternoon. 26. DISCUSSION OF SIGNATURE OF ORDER NO 97-104, AUTHORIZING THE SALE OF COMMERCIAL REAL PROPERTY BY PRIVATE SALE TO JAMES IVY Before the Board was the discussion of the signature of Order No. 97-104, authorizing the sale of commercial real property by private sale to James Ivy. Brad Chalfant reported that this is a small remnant parcel of approximately 2,000 square feet in Tumalo. The appraised value is $2,007.40. MINUTES 12 JUNE 30, 1997 0162-2575 27. APPROVAL OF OUT-OF-STATE TRAVEL FOR KEN MATHERS AND LINDA WORLEIN TO ATTEND PARENT PROJECT TRAINING JULY 28 -AUGUST 1, 1997 Before the Board was the approval of out-of-state travel for Ken Mathers and Linda Worlein to attend Parent Project Training July 28 -August 1, 1997. Deb Brockman reported that there is no expense to the County and that there will be no public transportation involved. George Read reported that the first hearing for Karen Green is July 1, 1997. The contract is the same as last year, land use fees is 50%, however, the time frame for all decisions was moved from thirty days to twenty-one days, and a 10% bonus from two weeks to ten days. The goal is to get a work program that is adopted. 30. APPROVAL OF SETTLEMENT AND RELEASE OF ALL CLAIMS WITH JOHN HOLPUCH Before the Board was the discussion of approval of settlement and release of all claims with John Holpuch. Bob Cannon reported that this is a continuation of the Bend Library County Service District acquisition of property and the compliance with both state and federal regulations dealing with the displacement of ongoing and existing businesses. The amount of money is $70,000. It is the recommendation of both George and myself that the Board approve the settlement and release of all claims with Mr. Holpuch. He stated that it is fair on both sides. 31. APPROVAL OF ACCOUNTS PAYABLE VOUCHERS Before the Board was approval of the weekly accounts payable vouchers in the amount of $319,643.95.
