REVIEW u 98-01'783 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES An Order Establishing a Designated Speed of 45 mph on * OJAN 15 -AMq "33 that portion of NW 74th Street from Highway 20 to a point 465 feet north of Poplar Drive located in Redmond, Oregon, * eio'Al T 6vLi i N qoL D6/✓ Deschutes County, Oregon 'C0UWytdXK ORDER NO. 98-021 WHEREAS, pursuant to ORS 810.180 paragraph (8), Section(a), the Board of County Commissioners as a road authority have been delegated authority by the Oregon Department of Transportation designate reasonable and safe speeds on low volume or not hard surfaced County roads; and WHEREAS, the County exercises its authority according to criteria adopted by the Oregon Department of Transportation; and WHEREAS, that portion of NW 74th Street from Highway 20 to 465 feet north of Poplar Drive lies outside the corporate limits of any city; and WHEREAS, it appears that a safety necessity exists on that portion of NW 74th Street from Highway 20 to 465 feet north of Poplar Drive; now therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON ORDERS as follows: Section 1. The designated speed of 45 m.p.h. be assigned to that section of NW 74th Street from Highway 20 to 465 feet north of Poplar Drive. Section 2. That the County Road official erect appropriate signing according to ORS 810.200 requirements giving notice of the established speed. Section 3. That any previous order with respect to the designated speed for the above road which is in conflict with the provisions of this order is hereby rescinded. The Road Department forwarded the request to the Oregon Department of Transportation (ODOT) for a speed zone investigation, with a recommendation that a speed zone be established. ODOT started a speed zone investigation and then decided that the road had insufficient volumes of traffic for them to complete the investigation and informed the County that they would need to continue the investigation under delegated authority if a speed zone is to be established. Deschutes County has been delegated authority to establish speed zoning on low volume (less than 500 ADT) and/or unpaved County roads. This authority was granted under the condition that the County follows the engineering principles of and the criteria adopted by ODOT for the investigation and establishment of speed zones. The Road Department has completed the study (see attached) and recommends that the Deschutes County Board of Commissioners establish a 45 mph speed zone on NW 74a' Street from Highway 126 to 465 feet north of Poplar Drive (end of pavement). If the Board establishes the speed zone the Road Department will install the speed signs. The Road Department's recommendation for a 45 mph is based on the low number of accidents, existing vehicle speeds, Sheriff s Department recommendation, traffic volumes, and roadside culture. Public Works 61150 SE 27th Avenue Bend, Oregon Dear Mr. Judd: I am President of the Crestridge Estates Homeowners Association. Crestridge Estates is located six miles West of Redmond off Highway 126. We need your help with a problem we are having. Our problem is the speed and amount of traffic on seventy-fourth avenue, which runs through our subdivision. Prior to the development of Crestridge Estates over ten years ago, seventy-fourth avenue was a gravel road. At that time there was a posted forty-five mile per hour speed limit (black & white sign). When seventy-fourth avenue was paved, the sign was removed and never reposted. The only signs posted on this section of seventy-fourth now are two curve caution signs. seventy-fourth avenue is a shortcut from Highway 126 to Tetherow Crossing and Terrebonne. Cars traveling in both directions accelerate to an alarming speed. Two teenage girls on bicycles were run off the road by a speeding vehicle this past summer. They were not hurt but their bikes were damaged. Also, I witnessed a dog get run over by a vehicle that was going so fast it couldn't stop when the dog walked out iaito the road. We also spoke to our neighbors just outside of Crestridge on seventy-fourth. They too are very concerned about the increase in traffic speeds since seventy-fourth was paved. One of our neighbor's son was hit by a speeding vehicle while he was riding his bicycle on seventy-fourth. He sustained a broken pelvis and other injuries. Another neighbor mentioned that he had called the County repeatedly, asking that residential speed limits be posted. He has gotten nowhere. We have the addresses of all the above mentioned complainants. We have talked to Sgt. Gary Aldred of the Deschutes County Sheriffs Department. They can do nothing until a speed limit is posted. He referred us to you. Please, let's not wait until a real tragedy happens. We are asking that a speed limit of twenty-five miles per hour be posted in both directions on this residential section of seventy-fourth avenue.
