Commissioner's meeting to order at 10:06 a.m. CountycW*i0g;,��ers
present were Nancy Pope Schlangen, Robert L. Nipper, and Linda L.
Swearingen. Also in attendance were Tom Blust, Road Department
Director; Mike Maier, County Administrator; Dick Johnson, Road
Department; Kevin Harrison, Planner; Ron Meckler, 9-1-1 Director;
Marty Wynne, Finance Director; Susan Mayea, Management Analyst;
Frank Moore, Human Services Director; Damian Syrnyk, Planner; and
Bruce White, Assistant County Counsel.
CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE
DISTRICT
1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR 4-H/EXTENSION

Before the Governing Body was approval of the weekly accounts
payable vouchers for 4-H/Extension County Service District in
the amount of $428.09.

2. PUBLIC HEARING ON RESOLUTION NO 97-144 ADOPTING SUPPLEMENTAL
BUD ET #1 FOR THE DESCHUTES COUNTY 9-1-1 COUNTY SERVICE
DISTRICT
Before the Board was a public hearing on Resolution No. 97-
144, adopting supplemental Budget #1 for the Deschutes County
9-1-1 County Service District.
Susan Mayea reported the main purpose was they had a net
working capital of slightly higher than they had anticipated
of $133,109 more than was budgeted. She reported it was
being spread out throughout their budget. She stated there
was transfer to budget new construction and transferring at
little over $48,000 to the equipment reserve.

Before the Board was a public hearing on signature of
Resolution No. 97-141, adopting a supplemental budget for
Fiscal year 1997-98 and making appropriations.
Susan Mayea reported reviewed the supplemental budget with the
Board. Frank Moore reviewed the Human Services area of the
supplemental budget.
Chair Schlangen opened the public hearing. There being no
testimony, the public hearing was closed.

adopting a supplement budget for Fiscal Year
1997/98 and making appropriations.

Dick Johnson stated this should not be signed until the
dedication was signed.
Jonathan Reith stated the dedication should be here on
Thursday, November 6, 1997, for signature.

Bruce White reviewed the changes with the Board.
Commissioner Nipper asked About expansion being required to go
through the conditional use process.
Commissioner Swearingen felt comfortable with the changes made
in the findings and decision.
