Chair Nancy Pope Schlangen called the Board of County Comm, i* l�'
meeting to order at 10:00 a.m. County Commissioners present were
Nancy Pope Schlangen, Robert L. Nipper, and Linda L. Swearingen.
Also present were Mike Maier, County Administrator; Greg Brown,
Sheriff; Jay Turley, Property & Facility Manager; Patti Mecca,
Property Management; Dave Leslie, Planner; Barbara Rich, Planner;
Sue Brewster, Assistant County Counsel; and Tom Blust; Road
Department Director.
1. PRESENTATION OF CERTIFICATES
Greg Brown, Sheriff, presented certificates to various
Sheriff's Department personnel.

the amount of 818.21.

RECONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS
PUBLIC HEARING ON SIGNATURE OF ORDER NO 98-001, AUTHORIZING
THE EXCHANGE OF REAL PROPERTY WITH H. ERIC DOLSON
Before the Board was a public hearing on the signature of
Order No. 98-001, authorizing the exchange of real property
with H. Eric Dolson.
Patti Mecca provided the Board with a report regarding this
exchange.
Chair Nancy Pope Schlangen opened the public hearing.
Eric Dolson felt the exchange was a good thing. He stated it
would a very unique parcel to Smith Rock State Park and would
bring land to the County that the County could use.
Jim Everett testified in support of the proposed land exchange
between the County and Mr. Dolson. He felt his property was
the piece most effected by the exchange proposal. He felt
this was a win/win situation.
Matt Cyrus testified in opposition to this land exchange.
Matt provided some historical background on their property
which was adjacent to the land involved in this exchange.
Commissioner Swearingen objected to some issues that Matt
Cyrus discussed. Commissioner Nipper felt the letter sent to
the Cyrus family was clear in that the County was looking at
other options.
Kay Knott testified in opposition of this land exchange. She
reported she had owned the adjoining property for 20 years.
Keith Cyrus testified in opposition to the land exchange. He
felt there had been a lot of misunderstanding on this
exchange.
Jan Houk, State Parks & Recreation Department, testified.
Rick Isham reported the Board needed to be guided through this
process by ORS 275.100, which was that the Board found it in
the County's best interest to make this exchange. He stated
the exchange agreements enter into in both cases were non-
binding.

SWEARINGEN: I move that we proceed with the exchange
between Deschutes County and Eric Dolson, find
it in the best interest of the County to make
the exchange and findings be prepared for
signature.

decision.
Bruce White reviewed the Findings and Decision for Sun Ridge
Meadows with the Board of Commissioners.
NIPPER: I'm going to move that we adopt and sign the
Sun Ridge decision subject to the changes
Seaforth by Bruce White.

10. ADOPTION OF ORDINANCE NO. 98-013, AMENDING CHAPTER 18.88,
WILDLIFE AREA COMBINING ZONE, TITLE 18, OF THE DESCHUTES
COUNTY CODE
Before the Board was adoption of Ordinance No. 98-013,
amending Chapter 18.88, Wildlife Area Combining Zone, Title
18, of the Deschutes County Code.
Barbara Rich reviewed the proposed ordinance with the Board.

CORRECTIONAL SERVICES TO PROVIDE MEALS FOR ADULT JAIL.
DETENTION AND WORK RELEASE CENTER
Before the Board was signature of Food Service Contract
between Deschutes County and Aramark Correctional Services to
provide meals for adult jail, detention and work release
center.

DESCHUTES COUNTY AND OREGON DEPARTMENT OF TRANSPORTATION FOR
CONSTRUCTION OF A NEW TRAFFIC SIGNAL AT REED MARKET AND
HIGHWAY 97
Before the Board was signature of a Cooperative Improvement
Agreement between Deschutes County and Oregon Department of
Transportation for construction of a new traffic signal at
Reed Market and Highway 97.
