RESOLUTION NO. 98-031 WHEREAS, the parking of vehicles on the public right-of-way on and adjacent in Section 11 in Township 14 South, Range 13 East W.M. Deschutes County, Oregon, has become a safety hazard to the traveling public on a portion of Smith Rock Loop and WHEREAS, it appears necessary that parking of vehicles not be allowed within the public right-of-way on or adjacent to Smith Rock Loop from Crooked River Drive for a distance of 500 feet; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON as follows: Section 1. That a No Parking Zone be established for the public right-of-way on or adjacent to the traveled portion of Smith Rock Loop in Section 11 in Township 14 South, Range 13 East W.M., Deschutes County, Oregon from Crooked River Drive for a distance of 500 feet, and that signs designating such area as a No Parking Zone be posted by the Director of Public Works forthwith. Wilcox Avenue to the end of the road in Smith Rock State Park and on the first 500 feet of Smith Rock Loop. During the spring and summer vehicles park along Crooked River Drive and Smith Rock Loop just outside of the boundaries of the State Park to keep from paying the $3.00 parking fee. At times the shoulders of the these narrow roads are lined with vehicles, making two way traffic near impossible and making access to the Park by emergency vehicles difficult. To add to the congestion and safety issues, pedestrians must walk on the road because of the vehicles parked on the shoulders. The Road Department joins with the Oregon Parks and the Sheriffs Department in asking the Deschutes County Board of Commissioners to approve this request for a No Parking Zone.
