Before the Governing was approval of the weekly accounts
payable vouchers for the 4-H/Extension County Service District
in the amount of $660.05.

RECONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS
Consent agenda items before the Board of County Commissioners
were: 1) signature of Order No. 98-025, establishing a
designated speed of 35 mph on all of Cheyenne Road in
Deschutes River Woods; 2) signature of Order No. 98-026,
establishing a designated speed of 35 mph on all of Navajo
Road in Deschutes River Woods; 3) signature of Order No. 98-
030, establishing a designated speed of 45 mph on all of
Russell Road; 4) signature of Order No. 98-031, establishing
a designated speed of 45 mph on all of Reed Road; 5) signature
of Resolution No. 98-022, allowing Sheriff to enter into
Intergovernmental Agreement to providing psychological
screenings; 6) signature of amendments to Agreement for
Subgrant for School -to -Work Alliance, J Bar J & Child & Family
Mental Health due to reduction in funding; 7) signature of
Policy P-011-98, Petty Cash; 8) signature of Resolution No.
98-012, transferring appropriations within various funds of
the 1997-98, Deschutes County Budget; 9) signature of Order

Before the Board was a public hearing on adoption of Ordinance
No. 98-022, amending Redmond Urban Area Comprehensive Plan,
Transportation Element.
Bob Quitmeier, Community Development Director for the City of
Redmond, provided a staff report. He discussed the Maple
Avenue crossing and how essential he felt it was to Redmond.
Chair Nancy Pope Schlangen opened the public hearing. There
being no testimony, the public hearing was closed.
Catherine Morrow reported the ordinance was ready for Board
signature today.

Before the Board was a public hearing on the exchange of real
property with Cascade Pumice and signature of Order No. 98-
005, authorizing the exchange of real property with Cascade
Pumice.
Patti Mecca reported that the property acquired in this
exchange was located behind the County Warehouse. The County
will also be acquiring a lot in Redmond for the Redmond
Habitat for Humanity and a lot in Bend for the Bend Habitat
for Humanity.

being no testimony, the public hearing was closed.

11. PUBLIC HEARING TO CONSIDER AMENDMENTS REGARDING SUNRIVER
UNINCORPORATED COMMUNITY COMPREHENSIVE PLAN AND ZONIN
REGULATI•NS
Before the Board was a public hearing to consider amendments
regarding the Sunriver Unincorporated Community Comprehensive
Plan and zoning Regulations.
Dave Leslie provided a staff report for the Board. The
ordinances to create the Sunriver Urban Unincorporated
Community were adopted at the end of last year. There were
some omissions and errors in the original ordinances and there
will be three new ordinances before the Board on March 11,
1998.
Chair Schlangen opened the public hearing.
Commissioner Nipper expressed concern regarding evacuation
routes for the people in Sunriver in the event of a fire or
other emergency situations.

Tom Blust reported there was a bridge which allowed another
access point out of the Sunriver area. Dick Johnson also
reported there was another exit route off of Spring River,
east of the Harper Bridge. He stated there were five accesses
out of Sunriver.
Gary Fiebick, General Manager with the Sunriver Owners
Association, testified regarding evacuation routes for
residents of Sunriver. He stated the evacuation routes were
published in the Sunriver monthly paper. He reported there
was also a siren/public announcement system for the community
in order to announce to people that are outdoors to be aware
that there was an emergency situation.
Greg Hendricks, attorney representing Weston Investments,
testified regarding the commercial and industrial area. He
state his client felt the commercial and industrial land
should be kept separate in order to market those individually.
Tia Lewis, attorney representing the Sunriver Owners
Association, submitted comments regarding the fire services.
She stated they had asked for the police and fire services be
added to the Comprehensive Plan text and they approved of the
staffs draft of that language.
Michael Davis, Director of Construction for Sunriver Resort,
testified. He expressed support for the 40 foot height
limitation and felt it was compatible with the area.
Chris Eck, Sunriver Business Park Association, testified in
support of staff recommendations.
There being no further testimony, the public hearing was
closed. The ordinances will be before the Board for adoption
on March 11, 1998.
PUBLIC HEARING ON VACATION A PORTION OF 4TH STREET IN LA PINE
AND SIGNATURE OF ORDER NO, 98-004, VACATING THE SAME
Before the Board was a public hearing on a vacation of a
portion of 4th Street in La Pine and signature of Order No.
98-004, vacating the same.
Dick Johnson provided a staff report. They requested the
Board approve the order but hold it pending the combining of
tax lots.
Chair Nancy Pope Schlangen opened the public hearing.
Brad Chalfant, Deschutes Basin Land Trust, was present to
offer the service of the land trust regarding scenic views for
this area.

Dennis Carter, Chairman of Sewer and Water Districts in La
Pine, testified in support of this vacation.
There being no further testimony, the public hearing was
closed.
Tom Blust requested the Board approve Order No. 98-004,
contingent on the abutting property owners combining their
individual tax lots into single lots.
