WHEREAS, the City of Redmond (City) and Deschutes County (County) is sponsoring an application for continuation the Redmond Enterprise Zone. WHEREAS, The City and County are interested in continuing its enterprise zone to encourage new business investment, job creation, higher incomes for local residents, greater diversity of economic activity and WHEREAS, The proposed enterprise zone has a total area of 10.53 square miles; it is depicted on the drawn -to -scale map as described in Exhibit A. WHEREAS, The proposed enterprise zone contains significant land that is designated for industrial use as indicated by the comprehensive plan map of industrial lands acknowledged by the Land Conservation and Development Commission and included in the application, and that is sufficiently accessible, serviced or serviceable, and ready for use and further development. WHEREAS, the City and County appreciates the impacts that a designated enterprise zone would have and the property tax exemptions that an eligible business firm might receive therein, as governed by Oregon Revised Statutes (ORS) 285B.650 to 285B.728. NOW THEREFORE, The City of Redmond and Deschutes County Resolve as follows: Section One. The City and County request pursuant to OAR 123-065-1520(6) that the City of Redmond Enterprise Zone be designated as a continuation and redesignation of the current Enterprise Zone, and that the policies and appointments of the zone also continue, Section Two. The City of Redmond is authorized to submit the application for the City and County and to make any and all substantive or technical changes to the application materials, as necessary, after adoption of this resolution. Section Three. The City and County will give priority to the use in the proposed enterprise zone, if designated, of any economic development or job training funds received from the federal government. Section Four. The City and County commit, upon designation, to appoint a local enterprise zone manager of co -managers. Section Five. The City and County will comply with the requirements and provisions of ORS 285B.671. Section Six. The City and County commit to prepare, within six months of designation, a list or map of local lands and buildings owned by the state or by municipal corporations within the enterprise zone that are not being used or designated for public purpose and that have appropriate land use zoning; and MICROFILMED u =`SPP 11998 0164-290 have such real property made available for lease or purchase by precertified or qualified business firms pursuant to ORS 285B.674. Section Seven. The City and County commit to prepare, within six months of designation, an index or indices identifying all of the land within the proposed enterprise zone pursuant to ORS 285B.671(1)(h), and thereafter, to maintain the accuracy of such index or indices, Section Eight. The City and County make a binding commitment to undertake any and all actions necessary to implement the specific enhancements in the level, efficiency or availability of local public services within the proposed zone, as described in the application, Section Nine. The City and County proposed irrevocably to provide the local incentives, as described in Exhibit B, such as tax relief and regulatory flexibility to any precertified and qualified business firm in the proposed enterprise zone for the length of the enterprise zone exemption, insofar the firm's qualifying investments are also located inside of the City and County's jurisdiction. The program waives entirely the following permit and user fees for eligible businesses: 1. Water deposit 2. Water hook-up fee for sprinkler systems 3. Water hook-up and meter fee for domestic water 4. Sewer hook-up fee * 5. Rock excavation deposit 6. Conditional use fees 7. Partitioning fees 8. Plan amendment fees 9. Street dedication fees 10. Street vacation fees 11. Site plan fees 12. Annexation fees 13. P.U.D. fees 14. Solar access permit fees 15. Sign permit fees 16. Sidewalk permit fees 17. Driveway permit fees 18. Public improvement plan checks and inspection fees(does not include engineering fees) 19. Tie down fees for corporate aircraft for three years (limit two registered aircraft per firm) * The City waives administrative, labor and overhead costs. The Applicant is responsible for all hardware costs. In addition, the City of Redmond will discount the following fees as follows for eligible businesses: 1. 25% reduction in monthly water and sewer user charges for a three year period. 2. 5% per FTE (full time employee) job created in the cost of building permits up to a maximum 75% discount. 3. 1% per FTE job created in the cost of Systems Development Charges up to a maximum 25% discount. The City of Redmond has adopted a streamlined permit process with limited hearing and notification requirements to expedite all planning, building and land use actions. The City will give processing priority to eligible employers that are locating or expanding in the enterprise zone.
