In the Board's judgment, to protect the safety of the public; and WHEREAS, this action is based upon an engineering and traffic investigation; and WHEREAS, Skyliners Road lies outside the corporate limits of any city; and WHEREAS, it appears that a safety necessity exists on Skyliners Road from Boulder Road to the end; now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON as follows: Section 1. The designated speed of 45 m.p.h. be assigned to the following section of Skyliners Road from Boulder Road to the end. Section 2. That the County Road official erect appropriate signing according to MUTCD (Manual of Uniform Traffic Control Devices) requirements giving notice of the restriction. Section 3. That any previous order with respect to the designated speed for the above road which is in conflict with the provisions of this order is hereby rescinded. This is a distance of 0.84 miles. The Road Department forwarded the speed zone request to the Deschutes County Sheriff's Department. Sergeant John Diehl of the Sheriff s Department agreed with the homeowner's recommendation that the speed zones this portion of Skyliners Road should be 45 mph. John's reason for this recommendation is "This is a road with homes fronting the road and Skyliners Road has a lot of recreational traffic using it. A speed zone will make more consistent enforcement possible than with VBR." Deschutes County has been delegated authority to establish speed zoning on low volume (less than 500 ADT) and/or unpaved County roads. This authority was granted under the condition that the County follows the engineering principles of and the criteria adopted by ODOT for the investigation and establishment of speed zones. The Road Department completed the speed study (see attached) and recommends that the Deschutes County Board of Commissioners establish a 45 mph speed zone on Skyliners Road. The Road Departments recommendation is based on the volume of traffic, existing traffic speeds, and number of accidents. If the Board establishes a speed zone, the Road Department will install the speed signs on Skyliners Road as soon as possible. Quality. Many traveling Skyliners-Road far exceed a safe speed. An increase in traffic all along scenic Skyliners Road is notable, thus, impacting our small neighborhood. The public uses the 10 miles of paved road surface ygar round to recreate (bike, jog, skate, etc).. It's route takes many others to Tumalo Falls, the OMSI science camp for kids, hikes,* skiing, and snowmobiling, etc. Accidents are on the rise including several deer fatalities. Skyliiners Road has no posted speed limit. Our main concern is around the residential area, mile post 8 to mile post 10. Here the 55 MPH state standard for a rural county road such as ours exceeds a safe speed. It is our request please, to post speed limits and lower speed limits especially in the vicinity of our homes. I I A responce would be appreciated.
