WHEREAS, an election in Deschutes County, Oregon, was held on May 19, 1998, on the
measure set forth in Exhibit 1; and
WHEREAS, the abstract of votes at the election, set forth in Exhibit 2, shows that a majority of
the votes were cast in opposition of the measure; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDERS as follows:
Section 1. That at the election held in Deschutes County, Oregon, on May 19, 1998, 12,322
electors voted YES and 13,341 electors voted NO on the measure captioned "Sheriff Five Year Split -
Rate Local Option Tax," set forth in Exhibit 1, attached hereto and by this reference incorporated
herein, as evidenced by the abstract of votes marked Exhibit 2, attached hereto and by this reference
incorporated herein; and that the measure is declared to have failed.

ELIMINATES VOTER TURNOUT
REQUIREMENT FOR PASSING
CERTAIN PROPERTY TAX MEASURES

property tax measures.
O RESULT OF "NO" VOTE: "No" vote
retains 50 percent voter turnout
requirement for passage of certain
property tax measures.
SUMMARY. Amends corxtihif on. Ballot Measure 50,
passed in 1997, allows passage of certain local prop-
erty tax measures by majority vote only if: at Iasist 50
percent of registered voters cast ballots; or measure is
voted upon in a general election held in an even -num-
bered year. This measure would eliminate the 50 per-
cent voter turnout requirement for an elections held on
or after May 19, 1998. Thus, the measure would per-
mit approval of local propertytax measures by majority
vote regardless of voter turnout
ESTIMATE OF FINANCIAL IMPACT: Passage of Mea-
sure 53 will result in a direct reduction of annual local
govemmert expenditures in Oregon estimated at
$175,000. The estimate is based on the assumption
that at least one election occurs annually in each Or-
egon county requiring an eligibility review of 10 percent
of a county's registered voters. Fewerelectionsorfewer
challenged voters would reduce savings. More elec-
tions or more challenged voters would increase sav-
ings.

DISTRICT
9-55 TO FORM LIBRARY DISTRICT
AND ESTABLISH PERMANENT TAX
RATE LIMITATION.
QUESTION: Shan Deschutes Public Library District
be formed and impose $0.55 per $1,000 assessed
value as permanent rate limit beginning 1998-997
SUMMARY: This measure may be passed only at an
election with at least a 50 percent voter turnout
This measure will form the Deschutes Public Library
District Deschutes County intends to transfer all
county library services to the district and cease library
funding from its general fund.
The new library districtwill be seperdl a from Deschutes
County. The new district will have its own tax rate
dedicated to library purposes. Stable tundirV will re-
store and exparmd services in branch kbraries in Bend,
La Pine, Redmond, Sisters and Sunriver. Funding will
provide children's programs, double new books and
expand open hours.
The new library district will be governed by an inde-
pendent elected board. The five board members will
be elected from zones_

SPLIT -RATE LOCAL OPTION TAX
QUESTION: Shall County impose split -rate of
$0.822 urban and $1.159 rural per $1000 as-
sessed value for Sheriff services beginning 7/1/
98?
This measure may cause property taxes to in-
crease more than three percent
This local option tax is for a period of five years.
SUMMARY: This measure may be passed only
at an election with at least a 50% voter turnout.
The proposed five year levy will keep the same
tax rate for five years. This rate is the same as
the current Sheriff levy.
The current sheriff levy ends June 30,1998. The
proposed levy provides continued funding for.
Crime investigation
• Sheriff patrols
• Adult jail operations
• Community policing program
• Court security
• Civil process
• Search and rescue
Animal control
• Emergency services
• Drug enforcement and education programs
• Arson investigation .
• Truck safety enforcement
Sheriff levy rates are not increased by this mea-
sure and will remain the same for all five years.
The lower urban rate for incorporated cities,
Black Butte Ranch Service District and Sunriver
is because these areas fund local patrol services.
This proposed local option tax, dedicated to
sheriff's services, is estimated to raise:
$7,136,000 in 1998-1999, $7,600,000 in 1999-
2000, $8,250,000 in 2000-2001, $8,850,000 in
2001-2002, and $9,500,000 in 2002-2003.
The estimated tax cost for this measure is an

available from the county assessor at the time
of the estimate.
