Y CLE RK ORDER NO. 98-086 WHEREAS, ORS Chapter 266 authorizes the formation of a park and recreation district to provide recreational facilities for district inhabitants; and WHEREAS, the Board of County Commissioners (hereinafter "Board") has received a document entitled "Proposal to Form the "SOAR District" (Sisters Organization for Activities and Recreation District)," attached hereto as Exhibit "A" and by this reference incorporated herein; and WHEREAS, ORS 198.835 authorizes the Board to initiate the formation of special districts by order of the Board; and WHEREAS, the Board of County Commissioners believes it to be in the public interest that a park and recreation district be formed to serve the Sisters area; and WHEREAS, the City of Sisters, by proper resolution, a certified copy of which is attached hereto as Exhibit "B," and by this reference incorporated herein, has approved of the formation of the proposed district; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. The Board of County Commissioners of Deschutes County, Oregon, hereby declares its intention to form a recreation district named the Sisters Organization for Activities and Recreation District, pursuant to ORS Chapter 266. Section 2. The boundaries of the proposed district shall be as set forth in the legal description and as depicted on the map attached hereto as Exhibits "C" and "D," respectively, and by this reference incorporated herein. Section 3. The district, if formed, shall have five board members, to be elected at large, by the electors within the district in accordance with ORS 266.320. Section 4. The district, if fonned, will have a permanent rate limit for operating taxes of $0.22 per $1,000.00 assessed value, which will raise an estimated $100,000.00 in operating funds for the district in the 1999-2000 fiscal year. Section 5. A hearing regarding the formation of the district shall be held on Monday, July 13, 1998, at 10 a.m., in the Administration Building Hearing Room, 1130 NW Harriman Street, Bend, Oregon. District" To be presented to the voters on the November 1998 ballot Prepared by the SOAR Board of Directors March 1998 TX111,61T -- N • • 168 - 0322 Overview SOAR Sisters Organization for Activities and Recreation (SOAR) was created in 1995 to develop and promote activities for arts, health, wellness, fitness, recreation and education for members of all age groups within the community. Since its inception the number of participants has increased ten -fold. The After -School Program is currently serving an average of 35 to 40 children per day. The 1997 summer program served over 1200 participants in a diverse offering of recreational activities for all ages. By offering a wide variety of activity and prevention programs for youth, the desired outcome -is to reduce the juvenile problems in the community, as well as enhance the well --being of all participants. SOAR is currently funded through grants, donations and minimal user fees. No one is ever turned away due to inability to pay. Programs o After -School Care Homework assistance / Wood shop / Child care / Arts & crafts ♦ Youth Sports Programs Taekwando / Gymnastics / Basketball, Football & other after-school athletics ♦ Summer & School Vacation Programs Outdoor recreation / Sports camps / Drama & Music Wilderness Survival Without a stable source of funding, these programs are in jeopardy of being reduced or eliminated. 60 % of crime committed by juvenJPM occurs between the hours of 3 and 6 E /V AXC/T -- R C, J 168 -0323 Sisters Recreation District The goal in establishing the SOAR District is to provide a stable source of funding to guarantee the continuance and expansion of the successful SOAR programs. The majority of the funds will go towards replacing the Title 5 and Title 4B `start-up' grants that may not be renewed in the 1998/99 budget year. The funds will be used to support the cost of operations and administration, not for acquisition and/or development of facilities. The current SOAR programs use the Sisters School District facilities. The proposed 1999/2000 budget is approximately $185,000. The proposed tax levy will be established to meet about 55%, or $100,000 of the annual budget. The other 45% will continue to be met through grants, private donations and user fees. The tax rate will not exceed $.22 per thousand dollars of assessed value. The district is to follow the boundaries of the Sisters School District, excluding Black Butte Ranch. It is not just the recreation programs that ive operate, but the value that we add to people's lives and the memories that we create that are most important. Cost Comparison Bend Park & Recreation District tax rate: $1.5415 Central Oregon Park & Recreation District (Redmond): $0.4473 Proposed Sisters Recreation District: $0.22 For every child that is housed at,Juvenile Justice in Bend it is costing the tax payers $140. a day. Adults housed at the state prison cost us $45,000. per year. It makes more sense to improve our prevention programs that provide youth with positive leadership towards the goal of becoming good community members. We can fund a program that benefits hundreds of families for the cost of two inmates in our state system. fi 168 - 0325 Expanded Services As funding and public interest permit, the following additional programs and expanded services are anticipated in the future: Youth Programs Woodworking / Hobby Room - An after-school hobby room for Middle and High School students and adults Teen Center • Water Safety Program Wilderness Survival Classes Sports Leagues Academic assistance at all grade levels Adult and Senior programs • Nature hikes Field trips Senior fitness • Specialty classes (arts & crafts, music, theatre, etc.) Lack of after school Programs exposes our youth to loitering, smoking, drugs, vandalism and searches for excitement. Rotary Club of Sisters "As a part of the community the members of Sisters Rotary are in full support of a recreational district for proper long Mange planning." Sisters Rodeo Association "The Board of Directors of Sisters Rodeo Association has expressed unanimous support of the development of a Sisters Recreation District with the goal of keeping SOAR a functioning part of the community." This proposal has also received support and encouragement from: • Sisters School District • Commission on Children & Families for Deschutes County . Sisters Chamber of Commerce . Ben Westlund, State Representative * Sisters Ministerial Council Marijuana use among Deschutes County eighth graders is 16 higher than the state average. Alcohol use is 8% higher. EX///,E//- - y P1167' 6 • 11 • 168 - 0327 Governance Structure The SOAR District will be governed by a- Board of Directors com- prised of five members elected by the voters of the district. The directors will serve terms that are staggered to ensure continuity and smooth transition. This elected board is the primary decision- making body for the district, responsible for all duties and authori- ties granted. The Board of Directors will seek to maximize citizen participation in its decision-making process, specifically in the areas of: . Formation of recreation district policies • Implementation of recreational programs and special events . Formulation and administration of annual budgets . Long range planning efforts in cooperation with local entities 35% of families in the Sisters School District are at or below the low-income level. The SOAR Program Director will be appointed by the Board of Directors and will be. responsible for the operation and administra- tion of all respective programs. The SOAR office is currently located within Sisters School District facilities on North Locust Street, Sisters. SOAR personnel consist of: One paid full-time Program Director • Varying number of full and part-time program instructors and assistants, based on number of programs offered and participants • 11 168 Q 0328 Transition The intent is for SOAR to flow smoothly from an existing, privately funded program to a publicly supported entity. To the extent that funds remain available, the services and programs offered by SOAR will not be interrupted if the proposal to form the Sisters Recreation District is approved by area voters at the November 1998 election. Private and public financial support will continue to be a source of necessary funds. The current SOAR Board of Directors will draft a suggested set of By -Laws for submission to the newly elected Sisters Recreation District Board of Directors for their consideration and possible adoption. The SOAR board will work with the newly elected recreation district board to provide support and guidance during the first year of operation. The SOAR Board of Directors has committed to assist the recreation board in the formation of a Citizen Advisory Committee to assist with the initial implementation and on-going operation of the newly formed district. The SOAR board and Program Director will prepare a proposed budget for the 1999/2000 fiscal year. The newly elected recreation district board would immediately convene a budget committee to review, revise (if needed) and adopt the proposed budget.
