WHEREAS, the Board of County Commissioners of Deschutes County, Oregon (Board), has
determined that a one year local option tax should be submitted to the qualified voters of the County as
established by Section 11, Article XI of the Oregon Constitution in order to permit the proper operation
of the Deschutes County Library Department; and
WHEREAS, the Board considers adequate funding to maintain library services as necessary and
in the public interest; and
WHEREAS, the Board finds that the existing and anticipated County revenues are insufficient
to provide adequate library services; and
WHEREAS, the Board determines a levy of $0.55 per $1,000.00 of assessed value is necessary
for library services; and
WHEREAS, it is necessary to submit the question of authorizing a one year local option tax to
the registered voters of Deschutes County, Oregon; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. Form of'Question. At the levy election, there shall be submitted to the registered
voters of Deschutes County, Oregon, for their approval or rejection, the measure set forth in Exhibit A
attached hereto and by this reference incorporated herein.
Section 2. Date of Election. The measure set forth in Exhibit A shall be submitted in the
manner prescribed herein to the qualified voters of Deschutes County, Oregon, at a special election to
be held September 15, 1998.
Section 3. Filing. The signed notice of measure election shall be filed with the Deschutes
County Clerk on or before July 16, 1998.

Section 4. Ballot Envelopes. The County Clerk shall clearly and boldly print the words
"CONTAINS VOTE ON PROPOSED TAX INCREASE" in red ink on the outer envelope of ballots to
be mailed to registered voters.

The following shall be the ballot title of the measure to be submitted to the county's voters on this date:

LIBRARY ONE-YEAR LOCAL OPTION TAX.
QUESTION (20 Words)
Shall County levy $0.55 per $1,000.00 of assessed value for one year to operate public libraries for 1998-99?
This measure may cause property taxes to increase more than three percent.
This local option tax is for a period of one year.
SUMMARY (175 Words)
This measure may be passed only at an election with at least a 50 percent voter turnout.
This one-year levy will be used exclusively to restore library services in Bend, La Pine, Redmond, Sisters and Sunriver. All five
libraries closed on August 29`x'.
The one-year levy would fund the following services at each of the five libraries:
♦ Open libraries daily, including weekend and evening hours.
♦ Purchase books, periodicals and other materials to update and expand the library collections.
♦ Increase children's services to include story hours, homework help, and services to children in daycare.
♦ Increase outreach services to seniors. Volunteers and staff will deliver books to homebound patrons and senior housing.
The one-year levy would provide funding to operate the five libraries until a proposed library district can be formed and receives
funds. The library district will be on the November ballot, and will be subject to voter approval.
The owner of a home assessed at $100,000 would pay $55 to operate the five public libraries in the 1998-99 fiscal year. The
proposed one-year levy would raise approximately $3,600,000 that could only be used to operate libraries.
