Also present were Mike Maier, County Administrator; Rick Isham, County Counsel; Tom Blust, Road Department Director; George Kolb, County Engineer; Paul Blikstad, Planner; Meaghan Houska, Communications Director; Beverly Wilson, Legal Assistant; Bruce White, Assistant County Counsel; and Steve Jorgensen, Planner. 1. REPORT ON PAST YEAR ACTIVITIES OF COMMUTE OPTIONS AND COMMUTE OPTIONS WEEK PROMOTION FOR THIS YEAR Jeff Monson provided a report on last year activities for Commute Options Week and the upcoming activities for this year. 2. SIGNATURE OF RESOLUTION NO. 98-016, TO EXTEND THE TERM OF THE HOME RULE CHARTER COMMITTEE Jim Carnahan requested an extension of the term of the Home Rule Charter Committee. Election in May of 1999. This item was postponed until the next week. CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE DISTRICT 3. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR 4-H/EXTENSION COUNTY SERVICE DISTRICT Before the 'Governing Body was approval of the weekly accounts payable vouchers for the 4-H/Extension County Service District in the amount of $627.83. PUBLIC HEARING ON ADOPTION OF ORDINANCE NO 98-031 AMENDING ORDINANCE NO. 80-216, BEND AREA GENERAL PLAN AMENDING THE INNER URBAN GROWTH BOUNDARY AND PLAN MAP DESIGNATION AND ORDINANCE NO. 98-032. AMENDING TITLE 19 BEND URBAN GROWTH BOUNDARY ZONING MAP Before the Board was a public hearing on adoption of Ordinance No. 98-031, amending Ordinance No. 80-216, Bend Area General Plan, amending the Inner Urban Growth Boundary and Plan Map Designation, and Ordinance No. 98-032, amending Title 19, Bend Urban Growth Boundary Zoning Map. Acting Chair Robert Nipper opened the public hearing. There being no testimony, the public hearing was closed. CONTINUED PUBLIC HEARING ON SIGNATURE OF ORDER NO 98-072 REGARDING THE WITHDRAWAL OF TERRITORY FROM VANDEVERT ACRES SPECIAL ROAD DISTRICT Before the Board was a continued public hearing on signature of Order No. 98-072, regarding the withdrawal of territory from Vandevert Acres Special Road District. Bruce White reported the record was held open from two weeks ago. He stated the County Clerk certified that 39 signatures were registered within the Vandevert Acres Special Road District which represented more than 150 of the registered voters within the district. He stated that a sufficient number of registered voters had been certified in order to send this withdrawal to an election. Bruce White stated there was a final order which would sent this matter to an election. He requested the Board sign the order subject to review. Chair Robert Nipper opened the public hearing. The public hearing was continued to two weeks from this date. SIGNATURE OF ORDER NO. 98-083, ESTABLISHING A 45 MPH SPEED LIMIT ON SKYLINER ROAD Before the Board was signature of Order No. 98-083, establishing a 45 MPH speed limit on Skyliner Road. George Kolb reported this changed the basic rule from 55 to 45 miles per hour on this strip of road. SWEARINGEN: I'll move approval of Order No. 98-083. NIPPER: I'll second that. SIGNATURE OF COOPERATIVE IMPROVEMENT AGREEMENT BETWEEN OREGON DEPARTMENT OF TRANSPORTATION AND DESCHUTES COUNTY FOR PHASE II OF DESCHUTES MARKET ROAD Before the Board was signature of a Cooperative Improvement Agreement between Oregon Department of Transportation and Deschutes County for Phase II of Deschutes Market Road. Ethel Stratton reported there were two changes. There was a change in the Teen Pregnancy Fund Program amount and elimination of the Leadership for Tomorrow program funding. SWEARINGEN: So moved.
