Chair Nancy Pope Schlangen called the Board of County
Commissioner's meeting to order at 10:04 a.m. County Commissioners
present were Nancy Pope Schlangen, Robert L. Nipper, and Linda L.
Swearingen. Also in attendance were Mike Maier, County
Administrator; Susan Mayea, Management Analyst; George Read,
Community Development Director; Timm Schimke, Solid Waste Director;
Bruce White, Assistant County Counsel; Tom Blust, Road Department
Director; Steve Jorgensen, Planner; Jeff Kern, Surveyor; Dave
Peterson, Information Services Director; and Beverly Wilson, Legal
Assist.
1. REPORT ON RESULTS OF THE 1998 COMMUTE OPTIONS WEEK
Before the Board was the results of the 1998 Commute Options
Week.
Jeff Monson reported the number of vehicle trips was reduce by
6,000 in the 5 days of Commute Options Week. He reported
Community Development Department of Deschutes County came in
second in the small business and won over the City of Bend.

establishing a recycling recovery rate goal for the Deschutes

establishing Solid Waste disposal fee waiver amounts for 1998-

AWARD OF CONTRACT TO MARVIN GARDENS FOR LANDSCAPING AND
IRRIGATION AT THE FAIRGROUNDS
Before the Board was award of the contract to Marvin Gardens
for landscaping and irrigation at the Fairgrounds.
Elton Gregory reported there were 3 bidders. The low bid was
very close to the engineers estimates. He recommended
awarding the bid to Marvin Gardens, the low bidder, in the
amount of $515,000.

10. PUBLIC HEARING ON CONSIDERATION OF PROPOSED FEE SCHEDULE FOR
1998-99
Before the Board was a public hearing on the proposed Fee
Schedule for the 1998-99 fiscal year.
Susan Mayea reviewed the changes made to the fee schedule with
the Board of County Commissioners.
Timm Schimke reported there was a $10 fee added for unsecured
and uncovered loads. He stated that if the Commissioners had
a problem with this fee, he would remove it.
Commissioner Swearingen felt if there was a fee, the citizens
would dump their trash in the forests.
Commissioner Nipper felt there should be more stringent
regulations.

Commissioner Schlangen felt they should pass out the State Law
to citizens and sell tarps.
Jeff Kern reviewed the proposed fee changes for the Surveyor's
Department.
George Read reviewed the proposed fee changes for the
Community Development Department.
Chair Nancy Pope Schlangen opened the public hearing.
Pam Wilson, Central Oregon Builders Association, stated she
supported the 3o increase proposed by Community Development.
Mike Hoover, representing the Realtor community, testified in
support of the proposed fee schedule.
Susan Mayea reported adoption would be on June 30, 1998.
There being no further testimony, the public hearing was
closed.
