Chair Nancy Pope Schlangen called the Board of County Commissioners
meeting to order at 10:00 a.m. County Commissioners present were
Nancy Pope Schlangen and Linda L. Swearingen. Also present were
Mike Maier, County Administrator; Meaghan Houska, Communications
Director; Bruce White, Assistant County Counsel; Rick Isham, County
Counsel; Dan Peddycord, Health Department Director; Kevin Harrison,
Planner; Barbara Rich, Planner; Michael Gaston, Library Director;
Scott Johnson, Commissioner on Children & Families Director; George
Read, Community Development Director; and Susan Mayea, Management
Analyst.
1. PUBLIC HEARING ON THE PROPOSED FORMATION OF THE DESCHUTES
PUBLIC LIBRARY DISTRICT AND SIGNATURE OF ORDER NO. 98-092,
APPROVING THE FORMATION OF THE DISTRICT
Before the Board was a public hearing on the proposed
formation of the Deschutes Public Library District and
signature of Order No. 98-092, approving the formation of the
district.
Michael Gaston explained the reason for the formation of the
district. He felt this was important to get out to the public
arena.
Chair Nancy Pope Schlangen opened the public hearing.
Dot testified that she felt strongly that this issue should go
on the ballot.
Pat Lawrence testified that the two measure had the absolute
support of the library boards. She testified in support of
these measures going on the ballot.
Bill McKinn testified in support of the library issue being
placed on the ballot.
Jennifer Stenkemp testified in support of the library.

Ardyce Swift testified in support of the library funding
issues being placed on the ballot.
Marybeth Pearl strongly advocated the library issue being
placed on the ballot.
Elizabeth Messer testified to the importance of the libraries.
Requested a letter encouraging people to vote.
There being no further testimony, the public hearing was
closed.

3. PUBLIC HEARING ON THE FORMATION OF THE SISTERS ORGANIZATION
FOR ACTIVITIES & RECREATION DISTRICT AND SIGNATURE OF ORDER
NO. 98-091
Before the Board was a public hearing on the formation of the
Sisters Organization for Activities & Recreation District
(SOAR) and signature of Order No. 98-091.
Bruce White reported this district formation was ordered by
the Board. The hearing would set the boundaries of the
proposed district. Bruce reported there were some individuals
who requested to not be included in the district noted as
Section 18.
Chair Nancy Pope Schlangen opened the public hearing.
Colin Adams, president of SOAR, testified. He reported they
had been operating on grants and user fees. They did not
intend to spend any of the tax dollar on the accessing of
parks. The levy was .22 per thousand for residents within the
district. This would be for an operating budget. There would
be a 5 member board. SOAR was not for just kids, although the
organization has a strong emphasis on children as they were
trying to address kids at risk. The programs now available
would be expanded.
Warren Seaward testified in support of SOAR. He felt getting
an organization based through a tax base was the way to go.

Bill Willitz, fund raising manager, testified in support of
the formation of SOAR.
Cal Allen testified in support of SOAR.

Industrial Subdivision.

Barbara Rich reported the Hearings Officer had a technical
difficulty. This was a hearing on the modification of the
application MA-97-9/TP-97-881/Z-97-13/CU-97-130 for a water
utility facility. Barbara Rich reviewed the criteria with the
Board.
Chair Nancy Pope Schlangen asked if there had been any
prehearing contacts. Commissioner Linda Swearingen stated she
had none and Commissioner Nancy Pope Schlangen had none.
Chair Nancy Pope Schlangen opened the public hearing.
Barbara Rich reported the applicant is requesting being added
to the La Pine Industrial Subdivision.
There being no testimony, the public hearing was closed.

identifying Commission on Children & Families as lead on State
Incentive Grant and Juvenile Crime Prevention.
