ORDER NO. 98-154
WHEREAS, pursuant to ORS 810.180 paragraph (8), Section(a), the Board of County
Commissioners as a road authority have been delegated authority by the Oregon Department of
Transportation designate reasonable and safe speeds on low volume or not hard surfaced County roads.
In the Board's judgment, to protect the safety of the public; and
WHEREAS, this action is based upon an engineering and traffic investigation; and
WHEREAS, Stellar Drive lies outside the corporate limits of any city; and
WHEREAS, it appears that a safety necessity exists on Stellar Drive from Spring River Road to
Milky Way; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON as follows:
Section 1. The designated speed of 35 m.p.h. be assigned to the following section of Stellar
Drive from Spring River Road to Milky Way.
Section 2. That the County Road official erect appropriate signing according to MUTCD
(Manual of Uniform Traffic Control Devices) requirements giving notice of the restriction.
Section 3. That any previous order with respect to the designated speed for the above road
which is in conflict with the provisions of this order is hereby rescinded.

In February 1998 several of us attended the public meeting at the Sunriver Great Hall. We
understand you, the Deschutes County Board of Commissioners, now have the authority to
approve "speed" signs.
Overwhelmingly citizens in the DRRH area are requesting posted speed signs. Some have
suggested as low as 25 mph. Some have suggested 30 mph, some 35 mph within the DRRH
residential area.
Enclosed are several letters and lots of signatures requesting speed limit signs be posted in our
DRRH area. We are especially concerned about safety of our children as well as adults. Now that
tourist season is here, many are unaware that this is a residential area with children at play and
adults out walking on the roads.
Please consider and approve our request for speed signs especially on the county roads: Solar,
Stellar, Lunar, etc. Please let us know your decision which will be communitcated to residents of
the community.
