County Commissioners present were Nancy Pope Schlangen, Robert L. Nipper, and Linda L. Swearingen. Also in attendance were Mike Maier, County Administrator; Meaghan Houska, Communications Director; Tom Blust, Road Department Director; Gary Judd, Road Department; Beverly Wilson, Legal Assistant; Rick Isham, County Counsel; Susan Mayea, Management Analyst; and Jim Bonnarens, Property Management. Mark Luby asked to address the Board. He discussed the budget of the Deschutes County Sheriff's Department with the Board. Commissioner Schlangen addressed this issue by saying that the Budget Committee was made up of three private citizens and three County Commissioners. She stated the Budget Committee scrutinizes the Sheriff's budget very carefully. Commissioner Nipper stated he was Budget Officer and he felt comfortable with the person acting as Budget Committee Chair. Commissioner Swearingen stated Larry Kimmel, Budget Chair, had reviewed the budget and felt very comfortable with it. CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE DISTRICT 1. APPROVAL OF WEEKLY ACCOUNTS PAYABLE VOUCHERS FOR 4-H/EXTENSION COUNTY SERVICE DISTRICT Before the Governing Body was approval of the weekly accounts payable vouchers for the 4-H/Extension County Service District in the amount of $171.52. PUBLIC HEARING ON SIGNATURE OF ORDER NO. 98-128, APPROVING A PETITION TO ANNEX TERRITORY (KELLER) INTO RURAL FIRE PROTECTION DISTRICT NO. 1 AND SETTING A FINAL HEARING Before the Board was a public hearing on signature of Order No. 98-128, approving a petition to annex territory (Keller) into Rural Fire Protection District No. 1 and setting a final hearing. Beverly Wilson reported this was an annexation into Rural Fire District No. 1. Chair Schlangen opened the public hearing. Bob Keller testified in support of this annexation. There being no further testimony, the public hearing was closed. MINUTES 2 SEPTEMBER 9, 1998 169 - 2203 Beverly Wilson stated there would be a second public hearing on the September 30, 1998, as there was not 1000 of the landowners signing the petition. PUBLIC HEARING ON SIGNATURE OF ORDER NO. 98-129, APPROVING A PETITION TO ANNEX TERRITORY (DNECKE) INTO RURAL FIRE PROTECTION DISTRICT NO. 2 Before the Board was a public hearing on signature of Order No. 98-129, approving a petition to annex territory (Dnecke) into Rural Fire Protection District No. 2. Beverly Wilson reported there was 1000 of the owners and there was only one hearing needed. Chair Schlangen opened the public hearing. There being no testimony, the public hearing was closed. PUBLIC HEARING ON SIGNATURE OF ORDER NO. 98-130, APPROVING PETITION TO ANNEX TERRITORY (GREEN) INTO RURAL FIRE PROTECTION DISTRICT NO. 2 Before the Board was a public hearing on signature of Order No. 98-130, approving petition to annex territory (Green) into Rural Fire Protection District No. 2. MINUTES 3 SEPTEMBER 9, 1998 C.M 169 - 2204 Beverly Wilson reported 1000 of the owners signed the petition and Chair Schlangen opened the public hearing. There being no testimony, the public hearing was closed. NIPPER: I'll move signature of Order No. 98-130 SWEARINGEN: Second. VOTE: SCHLANGEN: YES NIPPER: YES SWEARINGEN: YES SIGNATURE OF ORDER NO. 98-111, AUTHORIZING THE EXPENDITURE OF COUNTY ROAD FUNDS TO RELOCATE A PORTION OF PIONEER LOOP ROAD Before the Board was signature of Order No. 98-111, authorizing the expenditure of County Road Funds to relocate a portion of Pioneer Loop Road. Tom Blust reported this was a section of Pioneer Loop Road to relocate it into the dedication road right-of-way. This would allow the road department to expend road funds on this project. SIGNATURE OF ORDERS NO. 98-132, 98-133 AND 98-134, ESTABLISHING SPEED ZONES ON MEADOW LANE, DYKE ROAD AND LEONA LANE Before the Board was signature of Orders No. 98-132, 98-133, and 98-134, establishing speed zones on Meadow Lane, Dyke Road and Leona Lane. MINUTES 4 SEPTEMBER 9, 1998 r 109, 2205 Gary Judd reported these were roads off of Burgess Road that were improved under a local improvement districts. The speed limit would be set at 35 mph. SIGNATURE OF RESOLUTION NO. 98-098, STATING INTENT TO SURRENDER AND TRANSFER COUNTY ROADS INTO THE CITY OF BEND'S JURISDICTION AND SETTING A PUBLIC HEARING Before the Board was signature of Resolution No. 98-098, stating intent to surrender and transfer County roads into the City of Bend's jurisdiction and setting a public hearing. Tom Blust reported this was a repeat resolution. This would be a technical step to transfer the streets to the City. This sets a public hearing. Rick Isham reported this would allow the County to make expenditures prior to the issuance of the Certificates of Participation and pay ourselves back.
