Nipper. Also in attendance were Meaghan Houska, Communications Director; Greg Brown, Sheriff; Beverly Wilson, Legal Assistant; Susan Mayea, Management Analyst; Ron Meckler, 9-1-1 Director; Bruce White, Assistant County Counsel; Dave Leslie, Planner; George Read, Community Development Director; and Rick Isham, County Counsel. 1. PRESENTATION OF BADGES TO NEW PATROL SERGEANTS Before the Board was presentation of badges to new Patrol Sergeants by Sheriff Greg Brown. Greg Brown discussed the process the officers had to go through in order to be promoted to Sergeant. The top two candidates the ranking were Gary Decker and Dave Dobbler. Gary Decker has 17 years of law enforcement. He had been with Deschutes County Sheriff's Office for 5 % years. His career included time with the U. S. Airforce, Boardman Police Department and La Grande Police Department. He was presently a Detective. He had been past President of the Sheriff's Association. Dave Dobbler has 11 years law enforcement experience. His career included 9 years with the Deschutes County Sheriff office. He had spent time with the Hillsboro Police Department, Oregon State Police, Beaverton and Monmouth Police Departments. His present assignment was as a Forest Patrol Deputy. He will be assigned as a Patrol Sergeant in the Redmond Office. CONVENE AS THE GOVERNING BODY OF 4-H/EXTENSION COUNTY SERVICE DISTRICT 2. VOTE: SCHLANGEN: YES NIPPER: YES SWEARINGEN: EXCUSED RECONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS MINUTES 2 SEPTEMBER 30, 1998 5 0 169 - 2230 CONSENT AGENDA: Consent agenda items before the Board of County Commissioners were: 1) signature of Agreement between Deschutes County and Humane Society of Redmond; 2) signature of Personal Services Contract with The Recycling Team for recycling education services; 3) signature of Purchase Agreement with VP Consulting and Compulink Management Center for imaging software contract; 4) signature of Order No. 98-143 and 98- 144, authorizing the refund of taxes; and 5) signature of Subgrant Agreement for Bend Metro Park & Recreation District for Community Youth Connections. VOTE: SCHLANGEN: YES NIPPER: YES SWEARINGEN: EXCUSED PUBLIC HEARING ON SIGNATURE OF ORDER NO. 98-140, KELLER ANNEXATION INTO RURAL FIRE PROTECTION DISTRICT #1 Before the Board was a public hearing on signature of Order No. 98-140, Keller annexation into Rural Fire Protection District #1. Beverly Wilson reported this was the final hearing on the annexation of this property. The property was located north of Redmond, in the Terrebonne area. Beverly reported the legal description was incorrect, but that had been corrected. Chair Schlangen opened the public hearing. There being no testimony, the public hearing was closed. VOTE: SCHLANGEN: NIPPER: SWEARINGEN: YES YES EXCUSED MINUTES 3 SEPTEMBER 30, 1998 7. r� 169 2231 CONTINUED PUBLIC HEARING ON ADOPTION OF THE SISTERS AND DESCHUTES COUNTY URBAN GROWTH MANAGEMENT AGREEMENT Before the Board was a continued public hearing on adoption of the Sisters and Deschutes County Urban Growth Management Agreement. Bruce White reported the Board meeting was continued because there were comments raised at a hearing held before the Sisters City Council. Sisters City Council had asked the County not to go ahead until there had an opportunity to discuss some of the concerns raised by Liz Fancher. This item will be postponed until the City of Sisters meet. The Public Hearing will be continued to October 14, 1998. PUBLIC HEARING ON ADOPTION OF ORDINANCE NO. 98-063, AMENDING TITLE 18, ESTABLISHMENT OF ZONES, OF THE DESCHUTES COUNTY CODE Before the Board was a public hearing on adoption of Ordinance No. 98-063, amending Title 18, Establishment of Zones, of the Deschutes County Codes. Dave Leslie reported this ordinance was a housekeeping matter to make sure the zones listed are accurate. Chair Schlangen opened the public hearing. Bruce White reported this amendment authorizes the Code Committee to make changes to format and style in ordinances. It also authorizes them to insert legislative history. AUTHORIZATION OF COMMENT LETTER TO OREGON DEPARTMENT OF TRANSPORTATION AERONAUTICS REGARDING LISTING OF SUNRIVER AND SISTERS EAGLE AIR AIRPORTS Before the Board was authorization of comment letter to Oregon Department of Transportation Aeronautics regarding list of Sunriver and Sisters Eagle Air airports.
