"�.c. 1►' c'i'.�;1NS'EL BEFORE "I'I IE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON An Order Canvassing the Votes for Formation of the Sisters Organization for Activities and Recreation and Establishment of a Permanent Rate Limit, Declaring the District Formed, Canvassing the Election of District Board Members and Ordering Issuance of Certificates of Election. * < * ORDER NO. 98-173 WHEREAS, an election was held November 3, 1998, regarding the formation of the Sisters Organization for Activities and Recreation District (the District), establishment of a permanent rate limit and election ofan initial Board of Directors; and WHEREAS, more than 50% of those voting voted in favor of formation of the District and establishment of a permanent rate limit for ad valorem taxes of $0.22 per thousand dollars of assessed value, as set forth in the abstract of election, attached hereto as Exhibit B and incorporated herein by reference; and WI-IF"REAS, an election was held for an initial Board of Directors and, upon canvassing the votes, it appears from the abstract of election, attached hereto as Exhibit C, that five candidates (representing those with the five highest vote totals) were elected to the initial Board of' the District; now, therefore; TFIF, BOARD OF COIJN`rY COMMISSIONERS OF DESCHU`rES COUNTY, OREGON, ORDERS as follows: Section 1. That at the election held in Deschutes County, Oregon, on November 3. 1908. 1301 electors voted Yf:S and 910 electors voted NO on the measure captioned "9-68 To form a Recreation District and Establish Tax Rate Limitation," set forth in Exhibit A, attached hereto and by this reference incorporated herein, as evidenced by the abstract of votes marked Exhibit 13, attached hereto and by this reference incorporated herein; and that the measure is declared to have passed. Section 2. That the Sisters Organization for Activities and Recreation District, within the boundaries set forth in Exhibits 1) and I", attached hereto and by this reference incorporated herein, is hereby declared to be created. Section 3. That the name of the District shall be the Sisters Organization fir Activities and Recreation District. Its purpose shall be to provide for recreation facilities and activities within the District in accordance with ORS Chapter 266. Section 4. "That a permanent rate limit of $0.22 per thousand dollars of assessed valor for the Sisters Organization for Activities and Recreation for ad valorem taxis pursuant to SCCtion 11. Article 11. That at the election held in Deschutes County, Oregon, on November 3, 1998, 919 votes were cast for Ben Ehrenstrom, 962 votes were cast for John Bushnell, 886 votes were cast for .Aarie Clasen, 1,067 votes were cast for Carole (C. B.) 1 avis, 1,301 votes were cast for Bonnie Malone, 602 votes were cast for John Reuter, 842 votes were cast for Judith Kell, 732 votes were cast for Ed Fitzjarrell and 28 votes were cast for others in the election for Sisters Organization for Activities and Recreation District, set forth in Exhibit A, attached hereto and by this reference incorporated herein, as evidenced by the abstract of votes marked Exhibit C, attached hereto and by this reference incorporated herein, and that Bonnie Malone, Carole (C. B.) Davis, John Bushnell, Ben Ehrenstrom and Marie Clasen are hereby declared elected. Section 6. That the Clerk shall issue certificates of election to the following individuals as members of the initial Board of Directors: Bonnie Malone, Carole (C. B.) Davis, John Bushnell, whose terms expire June 30, 2001, and Ben Ehrenstrom and Marie Clasen, whose terms expire June 30, 1999. Section 7. That certified copies of this order be filed with the Deschutes County Assessor and the Department of Revenue, as required by ORS 308.225. DATED this ;? 3 day of November, 1998.
