in The Oregon Consortium.
RESOLUTION NO. 98-132
WHEREAS, The Oregon Consortium was established in 1981, as a
consortia of rural county governments, for the purpose of grant
administration and program operation of federal employment and
training programs under the Comprehensive Employment Training Act
(CETA). A regional service delivery system was implemented through
locally based agencies, to meet the employment needs of disadvantaged,
unemployed residents of the rural counties.
WHEREAS, in 1983 the Job Training Partnership Act (DTPA) replaced
CETA, The Oregon Consortium was maintained by the rural counties as
the grant administration and service delivery system in each of the
counties, for the provision of job training services to disadvantaged
adults and youth, and dislocated workers.
WHEREAS, in 1998 the Workforce Investment Act replaced DTPA, and
requires the establishment of Workforce Investment Areas for
administration and provision of workforce development services for
job -seeking youth and adults, and dislocated workers.
BE IT RESOLVED, that Deschutes County affirms support to The
Oregon Consortium, as a rural consortia forming a Workforce Investment
Area, under the Workforce Investment Act, for grant administration and
delivery of workforce development services to residents of the member
counties. The consortia of counties is dedicated to: 1) effective and
responsive local services, 2) administrative efficiency and stability
for the service delivery system, 3) assuring that the interests of the
rural counties are represented in statewide workforce policy and with
legislature.

BE IT FURTHER RESOLVED, The Oregon Consortium will continue
operations in support of the county governments, the Governor,
workforce development partner systems, private business and labor to
develop a world-class workforce in Oregon
DATED this 25th day of November, 1998, by the Deschutes County
Board of Commissioners.
