Chair Nancy Pope Schlangen called the Board of Cou Cbifi�niRssioners
meeting to order at 10:04 a.m. County Commissioners present were
Nancy Pope Schlangen, Robert L. Nipper, and Linda L. Swearingen.
Also in attendance was Meaghan Houska, Communications Director;
Mike Maier, County Administrator; Rick Isham, County Counsel;
George Read, Community Development Director;
1. SIGNATURE OF PROCLAMATION DECLARING OCTOBER 25-31. 1998, AS
MEDIATION AWARENESS WEEK IN DESCHUTES COUNTY
Before the Board was signature of a proclamation declaring
October 25-31, 1998, as Mediation Awareness Week in Deschutes
County.
Mary Meloy discussed the referral sources for mediation. Deb
Jones reported they are having an open house on Thursday,
October 29, 1998, at Juvenile Justice Building.

2. DISCUSSION OF SR2.5 ZONE
Dan Kiesow stated he spoke to the City Commission requesting
a time -frame. The City was very vague with their response.
Chair Schlangen stated the County would change the map after
the City approved it. Dan Kiesow requested the Board read the
letter and when there was a work session with the City of
Bend, ask them what their reason was for not changing the
zone.
Commissioner Swearingen stated the County doesn't disagree
with Dan but the City of Bend has to acknowledge it as well.

Dan felt that under the intergovernmental agreement the County
should be able to request having this done.
Swearingen felt the County had delegated the authority and the
County would not be able to help him.
3. CONSENT AGENDA:
Consent agenda items before the Board of County Commissioners
were: 1) signature of Order No. 98-159, vacating a portion of
Hood Street located in Sisters; 2) signature of Resolution No.
98-112, initiating vacation of a 12 foot utility easement in
Somerset Subdivision Phase One, Engineer's Report, and
signature of Order No. 98-151, vacating said easement; 3)
signature of Intergovernmental Agreement between State of
Oregon and Deschutes County for gambling addiction treatment
services; 4) signature of Subgrant Agreement with Bend La Pine
School District for the Kid's Club, Inc. of La Pine; 5)
signature of Resolution No. 98-111, transferring
appropriations within various funds of the 1998-99 Deschutes
County Budget; 6) adoption of Deschutes County General Policy
No. P-013-98, Investment Policy Guidelines; 7) signature of
Memorandum of Understanding with City of Redmond for 19th
Street; 8) signature of Letter Bond to guarantee public
improvements for Deschutes County Fair Project; 9) signature
of Order No. 98-160, ratifying the appointment of County
residents to two pools from which County Clerk will select
members of Board of Property Tax Appeals; 10) signature of
Resolution No. 98-121, amending Resolution No. 98-105,
declaring the County's intent to issue obligations to
reimburse the County for certain expenditures; 11) signature
of Resolution No. 98-122, declaring intent to exchange
properties for Health & Human Services and Elizabeth Johnson
Community Campus; 12) signature of Orders No. 98-149 and 98-
150, authorizing the refund of taxes; 13) reappoint of Ray
Linton to Special Road District #8 Board; 14) reappointment of
Darrel Wilson and Bob Slawson and appointment of Deb Craiger
to the Special Transportation Fund Advisory Committee; and 15)
signature of Resolution No. 98-123, approving an Economic
Development Grant for the Project Fund.

DEVELOPMENT PROJECTS
Before the Board was adoption of Ordinance No. 98-067,
amending Deschutes County Code, Chapter 2.16, Economic
Development, relating to public development projects.
