In the Board's judgment, to protect the safety of the public; and WHEREAS, this action is based upon an engineering and traffic investigation; and WHEREAS, McGrath Road lies outside the corporate limits of any city; and WHEREAS, it appears that a safety necessity exists on McGrath Road; now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON as follows: Section 1. The designated speed of 35 m.p.h. be assigned to the following section of McGrath Road from Morrill Road to Sylvan Loop. Section 2. That the County Road official erect appropriate signing according to MUTCD (Manual of Uniform Traffic Control Devices) requirements giving notice of the restriction. Section 3. McGrath Road runs from Morrill Road to Sylvan Loop, a distance of 1.7. miles. McGrath Road is located in Boonesborough Subdivsion midway between Redmond and Bend. The Road Department forwarded the speed zone request to the Deschutes County Sheriff's Department. Sergeant John Diehl of the Sheriff's Department agreed with the homeowners' recommendation that the speed zone on McGrath Road should be 3.5 mph. John's reason for this recommendation is "That there are large lot, residential homes fronting the road and a 35 mph speed zone will make for more consistent enforcement than possible with a VBR." Deschutes County has been delegated authority to establish speed zoning on low volume (less than 500 ADT) and/or unpaved County roads. This authority was granted under the condition that the County follows the engineering principles of and the criteria adopted by ODOT for the investigation and establishment of speed zones. The Road Department completed the speed studies (see attached) and recommends that the Deschutes County Board of Commissioners establish a 35 mph speed zone on McGrath Road. The Road Department's recommendation is based on the volume of traffic, existing traffic speeds, and number of accidents. If the Board establishes the speed zone the Road Department will install the speed signs on these roads as soon as possible. There was considerable discussion of this subject during our June 9 association annual meeting, and most people agreed the problem of speeding needed to be addressed. Of particular concern were the following: 1) We get a fair amount of traffic going through Boones Borough on the way to the Huntington Road trail and the BLM, both of which are accessed at the south paved end of McGrath. 2) We have lead -footed residents who are in a hurry to leave the subdivision on work mornings. 3) Because of the rural atmosphere many of our residents enjoy walking or biking on the roads, exposing them to speeding cars routinely traveling at speeds in excess of 50 miles per hour. 4) Young children who must walk on the roads to and from school bus stops. A motion was made at our meeting, and unanimously passed, to request a study by the County Road Department to establish a safe rate of speed in the subdivision (hopefully no higher than 35 miles per hour), with the ultimate goal of erecting speed limit signs.
