In the Board's judgment, to protect the safety of the public; and WHEREAS, this action is based upon an engineering and traffic investigation; and WHEREAS, Bridge Drive lies outside the corporate limits of any city; and WHEREAS, it appears that a safety necessity exists on Bridge Drive; now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON as follows: Section 1. The designated speed of 40 m.p.h. be assigned to the following section of Bridge Drive from Otter Drive to end in Lazy River South Subdivision. Section 2. That the County Road official erect appropriate signing according to MUTCD (Manual of Uniform Traffic Control Devices) requirements giving notice of the restriction. Section 3. Bridge Drive runs from Otter Drive south to the end, a distance of 3.29 miles. Bridge Drive is located in south Deschutes County north of La Pine. The Road Department forwarded the speed zone request to the Deschutes County Sheriff's Department. Sergeant John Diehl of the Sheriff's Department agreed with the residents' recommendation that the speed zone on Bridge Drive should be reduced, although John suggested 45 mph. John's reason for this recommendation is "Bridge Drive is a narrow residential road with curves and a speed zone will make for more consistent enforcement than possible with a VBR." Deschutes County has been delegated authority to establish speed zoning on low volume (less than 500 ADT) and/or unpaved County roads. This authority was granted under the condition that the County follows the engineering principles of and the criteria adopted by ODOT for the investigation and establishment of speed zones. The Road Department completed the speed studies (see attached) and recommends that the Deschutes County Board of Commissioners establish a 40 mph speed zone on Bridge Drive. The Road Department's recommendation is based on the volume of traffic, existing traffic speeds, and number of accidents. If the Board establishes the speed zone the Road Department will install the speed signs on these roads as soon as possible. During the summer period, particularly, there is a lot of activity with children riding bicycles and carrying rafts en route to float on the Little Deschutes River. There is also horse back riding in the area. All this lends to hazards without some speed control on Bridge Drive.
